The National Science Foundation

Promotes the progress of science to advance national health, prosperity, and welfare and secures the national defense.
Automated Standard Application for Payment Allows grantee organizations receiving Federal funds to draw from accounts preauthorized by Federal agencies and makes payments to financial agents that are performing financial services for FMS and other Federal agencies.
