  Can you elaborate on how the rollover of the transitional assistance works from quarter to quarter, and into the following year?
  Answer
  Once the $600 is put into a card account on behalf of an individual, it's used during that year. The whole $600 is available as soon as enrollment in the card becomes effective (usually the month following the receipt of the application). If there's anything remaining at the end of 2004, it's rolled over into 2005 as long as the person stays in the overall Medicare drug discount card and transitional assistance program. And then, in 2005, there's another $600 added.

If someone enrolls during 2005, it's prorated depending on the quarter in which the completed application is received. And then again, if there's anything left at the end of 2005, it's rolled over into 2006, until the individual enrolls in Part D, or no later than May 1, 2006.

Improperly disenrolling from a card will have consequences for the transitional assistance and rollover. For example, if a beneficiary receiving the $600 credit in 2004, drops out of his or her card in September of 2004, and is not eligible for a special election period, the beneficiary
loses any remaining $600. In addition he or she must reapply for the $600 and show eligibility for both the drug card and transitional assistance. If he or she applies in 2005, the transitional assistance may be prorated (depending upon the date the completed application is received.)
