If I'm eligible for Medicaid, but I choose not to participate in Medicaid and never enroll, does that then disqualify me from getting the $600 transitional assistance?
  Question

  Answer
No. The fact that you are qualified for the Medicaid benefit is not enough to disqualify you from receiving the $600 credit. If you are actually getting the Medicaid benefit, and then you apply for the $600 credit, then you would be disqualified.
