  Can a new enrollee get access to discounts and/or the $600 credit before the effective date of enrollment? For example, if an individual applies on July 2 for an August 1 effective date, can the sponsor provide to the new enrollee access to the card discounts (and TA, if applicable) before August 1?
  Answer
  Sponsors may not allow enrollees access to the $600 credit prior to the effective date. However, sponsors may provide advance access to program discounts if they do so consistently and provide enrollees with all the necessary information (e.g., enrollment kit, drug card) to take advantage of this option.
