The Export Management and Compliance Division (EMCD) will evaluate your written EMS program against best practices described in the EMS Guidelines. The Guidelines are based upon procedures and practices implemented by companies who were required to maintain Internal Control Programs as a condition of exporting under the authority of a Special Comprehensive License.
When EMCD evaluates your written procedures, you receive a letter of comments and recommendations for enhancements to your written program.
Once you complete your written EMS program, you will need to verify that it is consistent with your operational procedures. To assist you with that process, you may choose to use the Sample EMS Review Module (pdf).
