To maintain our technological edge over potential adversaries and stretch our research and development dollars, it is important that the Department of the Navy benefit from the research and technology advancements occurring in all sectors of our national technology and industrial base. To be in a position to achieve this requires that we use innovative approaches to facilitate participation in our research projects by those who have not traditionally participated. "Other transactions" are a means of involving non-traditional participants, especially commercial firms and consortia. Therefore, I strongly encourage you to use these highly flexible instruments, as you would other instruments, to achieve agreements that reflect sound business judgement and protect the interests of the Government. References (a) and (b) gave you the authority to enter into "other transactions". Enclosure (1) contains further guidance on their use.
