| Reference (a) delegated to you the authority to enter into prototype projects under Section 845 of the National Defense Authorization Act for Fiscal Year 1994, as amended by Section 804 of the National Defense Authorization Act for Fiscal Year 1997. This is to clarify the reference (a) delegation. The term "Heads of Contracts" in reference (a) includes the principal deputy to such official. You are not required to actually execute the other transaction agreement, but you, or the official to whom you have redelegated this authority, are required to have approved using an other transaction agreement for the prototype project. You should institute procedures for review and oversight of other transactions that will ensure that they are used in a manner that is consistent with the exercise of good business judgment. |
