MEMORANDUM FOR COMMANDER, MARINE CORPS SYSTEMS COMMAND

DELEGATION OF AUTHORITY TO ENTER INTO GRANTS, COOPERATIVE AGREEMENTS, AND "OTHER TRANSACTIONS"

(a) Interim-guidance draft of DoD 3210.6-R, "DoD Grant and Agreement Regulations"

(1) ASN(RD&A) memo of 09 May 1996, "Delegation of Authority to Enter into Grants, Cooperative Agreements, and "Other Transactions"

You are hereby delegated authority to enter into grants and cooperative agreements under 10 U.S.C. 2358, and transactions other than contracts, cooperative agreements and grants under 10 U.S.C. 2371 ("other transactions"). This authority may be redelegated.

Grants and cooperative agreements under 10 U.S.C. 2358 are authorized for research and development projects. "Other transactions" under 10 U.S.C. 2371 are authorized for basic, applied, and advanced research projects, and only when the use of a standard contract, grant, or cooperative agreement for such a project is not feasible or appropriate. Reference (a) provides interim guidance for the exercise and redelegation of this authority. I encourage you to use "other transactions" where innovative use of these agreements would provide a substantial benefit to the Department of the Navy.

By enclosure (1), I designated the Chief of Naval Research as the Department of Navy official responsible to provide the Department of Defense the data on Navy use of grants, cooperative agreements and other transactions required by 10 U.S.C. 2371(h). Marine Corps Systems Command is required to submit to the Chief of Naval Research data necessary to meet this requirement.
