CM/ECF Email Notification Problems
Each CM/ECF electronic filing attorney of record in a case will receive an email message containing a hyperlink to a document that has been filed. A free look at the document is available to each attorney of record. In addition, attorneys are able to list multiple email addresses for their filer logins (under "Utilities") so that interested parties can be notified of filings as well. The free look should apply to all the email recipients for each attorney's email account. In addition, customers should receive a free look to all the attachments of a multi-part filing when viewing them for the first time through the email notification. In certain instances a customer is charged for viewing a document through a CM/ECF email notification that should be free. It should be noted that the free look at the document is only available the first time the hyperlink in the email is clicked. The hyperlink to access the document will expire after the earlier of these two events: the first use or 15 days. Any time that same hyperlink is accessed after it has expired, the user will be asked for a PACER login and will be charged to view the document. All customers are advised to print or save the document during the initial viewing period in order to avoid future charges.

The Administrative Office of the United States Courts has identified the problems described above and is currently testing the software fixes for release in the next versions of both district and bankruptcy CM/ECF. Both versions are scheduled for release this Spring and will be installed as determined by each local court. The PACER Service Center recommends utilizing the client code feature with the phrase "Free Look" when experiencing problems with the free look functionality. It will allow customers to easily identify the transactions after the fact.
