  Section 702 of the Benefits Improvement and Protection Act of 2000 (BIPA’00) established a new prospective payment system for reimbursement to Federally qualified health centers (FQHCs) and rural health clinics (RHCs) for Medicaid services. This prospective payment system is described in section 1902(aa) of the Social Security Act and was effective for services provided on or after January 1, 2001.
