  Does the Ticket to Work legislation expand the categories of individuals eligible for Medicaid?
  Answer
  Yes. Ticket to Work and Work Incentive Improvement Act (TWWIIA) expands upon section 4733 of the Balanced Budget Act of 1999 by creating two additional optional categorically needy Medicaid buy-in eligibility groups. The first group is called the "Basic Coverage Group." Under this group, States can cover working individuals at least age 16 but less than 65 years of age who, except for earned income, would be eligible to receive Supplemental Security Income (SSI) benefits, regardless of whether they have ever received SSI cash benefits.

The second eligibility group is called the "Medical Improvement Group." Under this group, States can cover employed individuals with a medically improved disability who lose Medicaid eligibility under the Basic Coverage Group described above because their medical conditions have improved to the point where they are no longer disabled under the SSI definition of disability. These two groups became available as an option for States on October 1, 2000.The Ticket to Work and Work Incentive Improvement Act (TWWIIA) has a section that covers employment and a section that covers health care. Title I of TWWIIA establishes the "Ticket to Work and Self Sufficiency Program." This voluntary program provides improved access to employment training and placement services for people with disabilities who want to work. The Social Security Administration (SSA) administers the program. You can contact SSA on their toll-free number at 1-800-772-1213 or contact your local SSA office. SSA has contracted with Maximus, Inc. to serve as the program manager for the Ticket program.
