Section 8118 of the FY 1997 Defense Appropriations Act,
mandates the Secretary of Defense to ensure that contractors
subject to the requirements of 38 U.S.C. 4212(d) are notified of
the potential penalties resulting from noncompliance, including
potential suspension and debarment from federal contracting. The
requirements at issue are the annual reporting requirements on
employment of special disabled and Vietnam era veterans, which
are set forth in FAR 52.222-37 and are incorporated in most
contracts exceeding $10,000.
