Helping Children Learn  National Priority Emblazoned on U.S. Postage Stamp


WASHINGTON – The United States Postal Service will put education at the head of the class with the issuance of the Helping Children Learn stamp at a ceremony at the National Postal Museum here February 18. The commemorative will be issued in a self-adhesive sheet of 20 stamps.

"Across the nation, hundreds of organizations and thousands of volunteers are mobilizing to meet the nation’s educational goals. The Helping Children Learn stamp symbolizes that commitment and depicts the basic building block for achieving it -- the dedication of individual Americans who care enough to give the gift of learning to their families and fellow citizens," said Postmaster General Marvin Runyon.

The stamp, which features an adult and child reading together, was designed by children’s book artist Christopher Van Allsburg, winner of two Caldecott medals. "The stamp design I created is a style explored and embraced by the designers of English railway posters in the 1920s and 1930s," Van Allsburg said. More than 100 million Helping Children Learn stamps will go on sale nationwide on February 18.

In March 1994, the Congress passed the Goals
2000: Educate America Act, recognizing the need for all citizens to continually update their knowledge and skills to effectively participate in a world of rapid social and technological change.

President Clinton last summer announced a national literacy campaign called "America Reads," with the national goal that by the third grade every American child should possess the basic building block for learning, the ability to read.

The stamp issuance coincides with the 100th anniversary of the National PTA, the oldest and largest volunteer association in the United States working exclusively on behalf of children and youth. The PTA was founded by Alice McLellan Birney and Phoebe Apperson Hearst as the National Congress of Mothers in 1897 in Washington, DC. The Postal Service issued a stamp in 1972 honoring the 75th anniversary of the PTA. It depicted a blackboard with Parent Teachers Association and P.T.A. written in chalk and the dates 1897-1972.



HOW TO ORDER THE FIRST DAY OF ISSUE POSTMARK

Customers have 30 days to obtain the first day of issue postmark by mail. They may purchase the new stamps at a local post office, affix the stamps to envelopes, address the envelopes (to themselves or others), and place them in a larger envelope addressed to: HELPING CHILDREN LEARN STAMP
