House Ways and Means Committee Prints: About

House Ways and Means committee prints are publications issued by the House Committee on Ways and Means on topics related to the committee's legislative and research activities. The subjects of the prints vary greatly, however, some basic varieties of prints include: draft reports and bills, directories, statistical materials, investigative reports, historical reports, situational studies, confidential staff reports, hearings, and legislative analyses.

The House Committee on Ways and Means is the oldest standing committee in Congress. It was created in 1789 and has jurisdiction over legislation, methods, and means of raising revenue for the use of the government. In addition to legislating, the Committee exercises broad oversight authority over economic policy, international trade, welfare, Social Security, Medicare and health care policy.

GPO Access contains Ways and Means committee prints for the 104th Congress (1995-1996) forward. Documents are prepared by the staff of the Committee on Ways and Means and issued under the authority of Chairman Bill Archer. Documents are available in ASCII text and Adobe Portable Document Format (PDF). All Ways and Means Committe prints are available in a browseable format, however, the following Ways and Means Committe publications are searchable:

  • Green Book (Background Material and Data on Programs within the Jurisdiction of the Committee on Ways and Means): Provides program descriptions and historical data on a wide variety of social and economic topics, including Social Security, employment, earnings, welfare, child support, health insurance, the elderly, families with children, poverty and taxation. It has become a standard reference work for those interested in the direction of social policy in the United States. It is compiled by the staff of the Committee on Ways and Means of the U.S. House of Representatives. On GPO Access, the Green Book has been broken out from the other Ways and Means Committee Prints into its own browesable section and into a searchable database. The 1996, 1998, 2000 and 2004 editions are available online.
  • Blue Book (Overview and Compilation of U.S. Trade Statutes): Is divided into 2 parts. Part I contains a general overview of current provisions for U.S. trade laws. Part II contains a compilation of the actual text of these laws, as amended. Currently, only the 1997 Blue Book is available as a searchable database on GPO Access. The other editions can be found by browsing the Ways and Means Committee Prints by Congress.
