As a result of a Commission reorganization, administration and regulation of the MDS and ITFS services was transferred to the Wireless Telecommunications Bureau (WTB) in 2002. WTB is integrating these services into the Universal Licensing System (ULS).

Licensing data from the historic Broadband Licensing System (BLS) remains available. See BLS Download Files or search the historic BLS database.

Application Filing

FCC Registration Number (FRN) Requirement
To file ITFS/MDS applications, you must have a valid FCC Registration Number (FRN). If there is not a field on the application for the FRN, please include it on the application or as an attachment. If you have an FRN but do not have access to it, contact the CORES Help Desk by phone, 1-877-480-3201, search at FCC's Commission Registration System (CORES), or email, CORES@fcc.gov. If you don't have an FRN, you can register online with the FCC's Commission Registration System (CORES) or submit Form 160 manually.

Fees
All feeable MDS applications must be accompanied by the appropriate fee. Use the MDS guide to determine the proper fee and mailing instructions for your application. Further information on fees may be obtained in Part 1, Subpart G of Title 47 CFR, or in the Wireless Fee Filing Guide. ITFS applications are not feeable.

Fee Exemptions
Eligibles filing as Governmental Entities are fee exempt. Additionally, no fee is required for a Change of Address, Change of Name (without change in corporate structure), Request to Cancel a License, Duplicate/Replacement License, Request for Rule Waiver, or Request to Withdrawal a Pending Application.

Online Filing

Effective February 17, 2004, electronic filing of ITFS and MDS applications within the Universal Licensing System (ULS) is available for the following purposes:

• Renewal
• Administrative Update
• Duplicate Request
• Cancellation
• Withdrawal

All other application purposes should continue to be filed manually.

Note: Electronic Renewal applications must be accompanied by an attachment(s) containing the completed manual form and any additional information required by the manual form. Use the Attachment link in ULS License Manager to upload your attachment.
