About Fee Filer

Fee Filer has expanded to enable you to submit a variety of FCC fees for payment. Certain fees are automatically found based upon the FRN you use to log in, such as unpaid ULS fees and outstanding bills and receivables. In the past, when the FCC issued a bill to a filer, the bill had to be paid by mail. Now convenience is a click away. The filer can pay their FCC bill by credit card using Fee Filer.

Other traditional features are still available on Fee Filer, such as paying annual regulatory fees and various application fees. For annual regulatory fees, Fee Filer accepts and consolidates large volumes of data. Fees can be paid online or by printing and mailing the FCC Form 159 that Fee Filer automatically generates. Regulatory fees for a prior fiscal year may be made using the Fee Filer at any time. Filers should be aware of any fines that are owed to the FCC for late payment.

The enhanced bill paying process is easy. An FCC bill (Remittance Advice Form 159-B) is sent by regular mail to the filer’s billing address. After a filer logs into Fee Filer using their FRN (FCC registration number) and password, they can click the Bills & Receivables option, which automatically displays all outstanding bills that are owed for their FRN. To pay a bill that does not automatically appear, filers may simply type in the bill number and FRN that appear on the bill.

After successfully making a payment, an online receipt is displayed that the filer can print for their own records as proof of payment. The receipt will include the billing document number, the filer’s name and FRN, and amount paid. The original bill (Form 159-B) can be retained by the filer.

If the filer’s fee obligation is within the range of the filer’s credit card limit, then Fee Filer’s Bills & Receivables option is ideal for paying these fees conveniently online. Other bills that are due may include FCC items such as late regulatory fees, fines, or pre-arranged fee installment payments.

A few simple steps make paying your FCC bill as quick and easy as clicking the mouse. You can pay your bill 24 hours a day, 7 days a week. And your FRN and password keep your account safe and secure.

Fee Filer Standard Features
  • Allows regulatory fee users to download last year’s filing information from Fee Filer to their computer. Users may choose to automatically update last year's payment type codes and fee amounts to this year's values, as a convenient starting point for preparing this year's regulatory fee filing.

  • Allows users to upload locally prepared fee information from their PCs to Fee Filer, see file preparation for more information.

  • If users have a small number of licenses to pay, they can enter fee information directly into Fee Filer, bypassing the download/upload features.

  • Provides a running list of all fee details created by the user, and then guides the user to a completed Form 159 once payment information is complete.

  • Both a report of all fees and a simplified Form 159 may be printed locally.

  • Users may log in and out of Fee Filer as often as they wish until filing is complete.

  • Allows filers to pay past due regulatory fees (back to FY 2000). As a convenience, the system automatically calculates late fees and adds them to filers’ Form 159 for any late payments.

  • Accepts payment for electronically filed applications.

  • Allows customers to pay FCC bills via online credit card. (No adjustments to billed amounts due are allowed if paying via Fee Filer. If you wish to mail a payment of a bill, please mail to: Federal Communications Commission, P.O. Box 358365, Pittsburgh, PA 15251-5365)

  • Available year round.

  • Online help is included.


Requirements for Filing Online

To use Fee Filer, filers will need the following:

  • Internet Browser - Users must have Netscape Navigator 6.0 or higher or Microsoft Internet Explorer 4.01 or higher, with SSL and JavaScript enabled.

  • FCC Registration Number (FRN) - Each filer must register for an FRN and associated password to use Fee Filer. Filers should have obtained an FRN previously from the Commission Registration System (CORES). Filers without an FRN can register for one by selecting click here to register with the FCC on the main Fee Filer page. The FRN is essential to logging into the Fee Filer system and protecting the privacy of filers. FRNs may be obtained now online or by mail (see address at bottom of page).
