FCC Access Charge Reform CC Docket Numbers: 96-262, 94-1, 91-213, and 96-263
This NOI sought comment on the impact of certain flat-rated charges on single-line residential and business customers who make few, or no, interstate long-distance calls. The NOI primarily focused on flat-rated charges attributable to universal service and access charge reform, but recognized that other pro-competitive reforms also have resulted directly or indirectly in charges on consumers' bills. The NOI was an attempt to ensure that the economically rational rate structure being established through the Access Charge Reform and Universal Service proceedings benefits all customers, including low-volume residential and single-line business consumers. This NOI sought comment on whether the FCC should, in addition to access charge reform, consider actions relating to the implications of information service and Internet access provider usage of the public switched network. In particular, in light of concerns raised over congestion on the public switched network, the Commission sought comment on how it could most effectively create incentives for the deployment of services and facilities to allow more efficient transport of data traffic to and from end users. The Commission made no specific proposals, but tentatively concluded that providers of information services (including Internet service providers) should not be subject to the interstate access charges that local telephone companies currently assess on long-distance carriers.
