Effective August 10, 2004, the Commission amends its Schedule of Application Fees to adjust the fees for processing Equipment Authorization applications (FCC Form 731) and other related filings, pursuant to Report and Order FCC 04-150, GEN Docket No. 86-285. Effective December 3, 2002, all applications for certification of "Learned Mode" or "Trainable" transmitters must be submitted to the FCC Laboratory for processing. These devices are defined in the October 28, 2002, Public Notice DA 02-2850, found at www.fcc.gov/oet/info. If a TCB is presently processing an application for such a device, the TCB should contact Ray LaForge at raymond.laforge@fcc.gov, at the FCC Laboratory for guidance. TCBs will be notified when they may process these applications.

Pursuant to the March 24, 2000 Public Notice DA 00-661, DISMISSAL OF FEE DELINQUENT OR INCOMPLETE APPLICATIONS, www.fcc.gov/oet/info, an Application for Equipment Authorization, FCC Form 731, submitted on-line may be dismissed 1) five (5) calendar days after application submittal for lack of the required information (Section 2.1033 of the Rules); and/or 2) fifteen (15) calendar days after application submittal for lack of fee payment (Section 1.1103 of the Rules).
A list of European test labs accepted by the FCC for Declaration of Conformity (DoC) testing under the US-EU MRA can be found at http://www.fcc.gov/oet/faqs/conformity_labs.pdf. These test labs have been accredited for DoC testing by the Designating Authority within their country; however, they are not necessarily registered with the FCC for Certification testing under FCC Rule Parts 15 and 18. Speed of Service (SOS) for the period 08/01/2004 - 08/31/2004: 50% were processed within 39 calendar days; 90% were processed within 57 calendar days. On August 31, the total number of applications pending at the FCC Laboratory was 138. Speed of Service is defined as the time from date of electronic filing to final action, minus the time during which additional information is requested of the applicant. If an application is submitted on a weekend or a holiday, the receipt date is the next business day.
