Biography of Evelyn M. White

Ms. White has approximately thirty-six years of experience as a public servant with specific emphasis in human resources, administration and management, equal opportunity and civil rights and fee-for-service operations. Ms. White joined the Department of Health and Human Services on January 5, 1997 as the Deputy Assistant Secretary for Human Resources.

Ms. White is currently holding two prominent positions at the Department of Health and Human Services (HHS). Since October 2001, she serves as the Principal Deputy Assistant Secretary for Administration and Management along with the Assistant Secretary to provide department-wide policy and oversight covering over 60,000 HHS employees. Areas of focus include grants and acquisition management, facilities construction capital planning, leasing, safety, health and environmental policy, human resources, competitive sourcing, the Office of the Secretary administrative support operations and senior leadership to ensure HHS meets the goals of the President's Management Agenda for human capital, competitive sourcing and the e-grants segment of e-government and the Secretary's "One HHS" initiative for achieving management accountability. She also serves as the Department's Equal Employment Opportunity Officer.

Since December 30, 2003, she is also serving as the Acting Director of the Program Support Center managing a budget in excess of $500 million and 900 employee service-provider organization for HHS customers and other executive branch departments and agencies. She overseas 55 different business lines and services covering human resources, financial management, strategic acquisition, administrative operations, federal occupational health and an office of business technology optimization.

As a result of her leadership, outcome-based accountability and partnership, HHS has realized savings in excess of $1 billion. Most of these savings came from consolidation of administrative operations, competitive sourcing, FTE reductions and technology enhancements.

She has also held the position of Director of Human Resources and Director, Office of Advocacy and Enterprise (Civil Rights, Small Business and Minority Research and Teaching Programs) at the Department of Agriculture, Agency Liaison Representative at the Office of Personnel Management, Personnel Management Specialist from entry to management levels for the Department of Energy and the U. S. Postal Service.

A recognized leader and champion of management programs, Ms. White led many government-wide and department-level efforts to improve accessibility, job accommodations and employment opportunities for people with disabilities. She was inducted into the George Washington Carver Hall of Fame for excellence in human resources management at Tuskegee University in 1996; a recipient of two Vice President Awards in 1993 and 1996. She is also a recipient of two Presidential Rank Awards for Meritorious Service in 1999 and Distinguished Service in 2003.
