In his 1998 State of the Union Address, President Clinton announced a major new Clean Water Initiative to speed the restoration of the Nation's waterways (EPA 1998). This new initiative aims to achieve clean water by strengthening public health protections, targeting community-based watershed protection efforts at high priority areas, and providing communities with new resources to control polluted runoff.
