Who We Are

The Regulations and Procedures Division is the office within the Alcohol and Tobacco Tax and Trade Bureau (TTB) responsible for drafting new and revised regulations under the Internal Revenue Code and the Federal Alcohol Administration Act. We consider requests for alternate methods of complying with the law and regulations and act on petitions to change the regulations . We are responsible for issuing rulings, procedures and informational documents to clarify the law and regulations.

In conjunction with the Scientific Services Division (Laboratory) we resolve technical questions affecting tax classification of regulated products and advise field offices and industry members of findings.

RPD is also responsible for the Bureau's knowledge management initiatives and programs, which include the Freedom of Information Act requests, TTB Web services, TTB Library and Electronic Reading Room, records management, forms management, and other information management activities.
