Arson Task ForcesIn January 1977, ATF initiated a pilot program in the Philadelphia metropolitan area through the formation of an arson task force to address identified problems in that city. The results achieved from this pilot program formulated the basis for expansion of the task force concept to other major cities that were experiencing significant arson problems. Consequently, in 1978 ATF initiated a formal program whereby additional arson task force units were established in select cities with an identified need and the available resources to implement a task force. Currently, ATF has formal task forces established in Atlanta, Boston, Chicago, Dallas, Detroit, Houston, Kansas City, Los Angeles, Newark, New Orleans, New York City, Philadelphia, Pittsburgh, San Francisco, and Washington, DC. In fact, 33 percent of ATF's arson criminal cases are initiated by the task forces Each task force is uniquely configured, reflecting such varying factors
as environment, anpower, and management techniques. A valued member of
the task force is the ATF auditor. ATF has 45 auditors available nationwide
to assist the task forces in substantiating profit-motivated schemes,
to which 82 percent of the auditor's time is dedicated.
