The Workforce Investment Act of 1998 (WIA) marked the first major job training reform legislation in over 15 years. Title II of the Act authorized the Adult Education and Family Literacy Act (AEFLA) through September 2003. The AEFLA is designed to assist adults (1) to become literate and obtain the knowledge and skills necessary for employment and self-sufficiency; (2) who are parents to obtain the educational skills necessary to become full partners in the educational development of their children; and (3) in completion of a secondary school education. The WIA legislation also authorized the the National Institute for Literacy.

Congress is currently working to reauthorize WIA as the Workforce Reinvestment and Adult Education Act of 2003.

On May 8, 2003 the House passed HR 1261. This bill amends the Workforce Investment Act (WIA) of 1998, and reauthorizes the Adult Education and Family Literacy Act and the National Institute for Literacy.
