August 31, 1998: Federal Employees Health Benefits Program: Effective Dates; Proposed Rule

The Office of Personnel Management is issuing proposed regulations to change the existing Federal Employees Health Benefits (FEHB) Program regulations concerning the effective date for new enrollments made by employees during the annual open season. These regulations would also change the effective date of open season changes in enrollment made by employees, annuitants, former spouses and individuals enrolled under the temporary continuation of coverage (TCC) provisions of FEHB law. August 28, 1998: Federal Employees Health Benefits Program: Contributions and Withholdings; Interim Regulations

The Office of Personnel Management is issuing interim regulations to describe procedures for OPM's annual determination of the weighted average of subscription charges in effect for self only and for self and family enrollments under the Federal Employees Health Benefits (FEHB) Program. The determinations are a requirement under recent amendments to the FEHB law which authorize a new Government contribution toward FEHB enrollment charges effective with the contract year beginning in January 1999, which generally pays 72 percent of the weighted average of subscription charges. August 10, 1998: Prohibition of "Gag Clauses" in the Federal Employees Health Benefits Program; Final Rule

The Office of Personnel Management is issuing a final regulation amending the Federal Employees Health Benefits Acquisition Regulations (FEHBAR) to prohibit health benefit carriers participating in the Federal Employees Health Benefits (FEHB) Program from entering into contracts or employment agreements with health care providers, provider groups, or health care workers that would include provisions or financial incentives that have the effect of limiting or restricting communication of medically necessary services to FEHB enrollees. August 4, 1998: Federal Employment Priority Consideration Program for Displaced Employees of the District of Columbia Department of Corrections; Interim Regulations

The Office of Personnel Management (OPM) is issuing interim regulations to implement a provision of recent law which requires the establishment of a priority consideration program to facilitate employment placement in Federal positions (other than Federal Bureau of Prisons positions) for employees of the District of Columbia Department of Corrections who are scheduled to be separated from service as a result of the closure of certain prison facilities.
