A MESSAGE TO FEDERAL EMPLOYEES
I am delighted to be able to share the results of the 2002 Federal Human Capital Survey with you. This is your survey–the result of responses collected from more than 100,000 Federal employees who work for America at agencies across the Nation and around the world.
Last May, we began asking for your views on how well your agency manages the workforce. Thanks to your tremendous cooperation, we have a rich source of information on how the Federal government measures up as an employer.
The survey findings have been fascinating. They indicate that you and your fellow public servants understand the importance of the work you do and are focused on mission. Most of you are satisfied with your jobs and compensation.
The survey also indicates where the Government can do better. For example, many of you indicated you are not satisfied with incentives for good performance nor with your agency’s efforts made to deal with poor performing employees. Many want more from your leaders and feel that the Government can make better use of your talents.
We are listening to what you have told us, and we will use this information to make things better. That is the idea behind President George W. Bush’s initiative to improve the strategic management of the Federal workforce. Your feedback through this survey will help us improve the way we hold agencies accountable for managing our most important government resource – our people – to continually provide outstanding products and services to America.
The overall findings provide a sense of the general human capital climate. I am actively inviting and encouraging every agency that participated in this survey to fully examine their own specific data. Comparing what you say about your agency to the Governmentwide findings will help your managers understand what you are telling them, to answer the question, “What can make my agency work better?”
Our goal is for the Federal Government and every one of our agencies to be a world class employer. This survey is a first step. We will continue analyzing, continue measuring, and continue improving to produce results for the American people.
