PROGRAM:   Conrad C. Lautenbacher, Jr., Vice Admiral, U.S. Navy (Ret), the Administrator of NOAA, hosted a special Forum for NOAA users and stakeholders. This Forum was held in conjunction with the MTS/IEEE Oceans 2003 Conference at the Town and Country Resort Hotel in San Diego, California on September 24, 2003 from 10:00AM to 12:30PM.  The objective of this meeting was to assist NOAA in better understanding what America cares about and how NOAA can contribute by improved strategic planning.
