The public notice of the extension of Public Comment Period to December 15, 2003 on Proposed Rules for 22 CFR Parts 96 and 98 on the www.regulations.gov website replaced the actual text of the regulations. The www.regulations.gov web publishing does not keep the actual text of the proposed regulations posted once the comment period is extended. However, you may still access copies of the proposed regulations as printed in the Federal Register as follows:

To access the proposed regulations on the web, take the following steps:

1. Go to www.gpoaccess.gov.
2. Click on the link “Federal Register” under Executive Resources
3. For 22 CFR Part 96, in the search engine type exactly this: “page 54064”
4. For 22 CFR Part 98, in the search engine type exactly this: “page 54119”
