The
Treasury Demonstration Project (Demo Project) for Designated Critical Positions,
authorized by Congress, is a pilot pay banding and performance management system
for specified positions within the Bureau of Alcohol, Tobacco, Firearms, and Explosives
(ATF), which, as a result of the creation of the new Department of Homeland Security,
has been split into 2 new agencies - the Alcohol and Tobacco Tax and Trade
Bureau (TTB), which remains with the Department of the Treasury, and the Bureau
of Alcohol, Tobacco, Firearms and Explosives (ATF) which is with the Department
of Justice. The Demo Project continues to operate in both agencies.
The
objectives of the Demo Project are intended to enhance our ability to effectively
recruit, develop, and retain highly qualified employees, by implementing changes
in personnel management practices (interventions) for critical scientific, technical
and engineering positions. These positions included occupations in computer science,
fingerprint analysis, firearms enforcement, firearms and toolmaking, integrated
ballistic information systems, fire research and protection, intelligence research,
telecommunications, forensic auditing, engineering, physical science, chemistry,
document analysis, equipment, wine technology and industry analysis.
