Naval Council of Personnel Boards

Organization & Mission

 The Naval Council of Boards (NCPB) is an administrative activity within the Department of the Navy assigned to the Assistant Secretary of the Navy (Manpower and Reserve Affairs) per  SECNAVINST 5420.135D  NCPB's mission is to administer and supervise the Physical Evaluation Board (PEB), the Naval Discharge Review Board (NDRB), the Clemency and Parole Board, and the Combat-Related Special Compensation Branch (CRSC).

Physical Evaluation Board

The PEB administers the Department of the Navy's Disability Evaluation System in accordance with Chapter 61, Title10, U.S. Code, (Sections 1201-1221)

Naval Discharge Review Board

The NDRB reviews discharges and dismissals of former Navy and Marine Corps members in accordance with Chapter 61, Title 10, U.S. Code (Section 1553)

Naval Clemency and Parole Board

The NC&PB reviews specified Navy and Marine Corps courts-martial cases for clemency and/or parole pursuant to Chapter 61, Title 10, U.S. Code, (Sections 952-954)

Combat-Related Special Compensation Branch

The CRSC Branch renders determinations on CRSC applications pursuant to section 636, Public Law 107-314.
