State Medicaid Plans and Plan Amendments

The state Medicaid plan section of the CMS web site represents our effort to make the state Medicaid plan materials available to the public in a convenient, searchable format. In order to search a state's plan, please select a state. You can then search for specific text in the entire state plan, or within selected subsections.

The state Medicaid plan information made available on this website is for informational purposes only. The information available here is not intended to be either complete or definitive and is not legally binding. The CMS Regional Offices retain the official legal copies of these plans (see contacts as listed below).

The state Medicaid plan is the document that defines how each state will operate its Medicaid program. The state plan addresses the areas of state program administration, Medicaid eligibility criteria, service coverage, and provider reimbursement. The official plan is a hard-copy document that includes a range of materials in different formats, ranging from federally-defined "preprint" pages on which states check program options to free-form narrative describing detailed aspects of state Medicaid policy.

The state Medicaid plan for each state is an accumulation of plan pages approved by CMS since the inception of the Medicaid program. State plans often represent over 1,000 pages of material and include many pages that are of poor physical quality. This site allows users to access and search state plan materials that have been scanned in from the original hard-copy documents. The files available on these pages are available in Portable Document Format (PDF) only. PDF files retain the rich formatting of printed documents. To view PDF files, you must have the Adobe Acrobat Reader (preferably version 4 or later). You can check here to see if you have the Acrobat Reader installed on your computer. If you do not already have the Acrobat Reader installed, please go to Adobe's Acrobat download page now. People with visual disabilities can download tools and information at http://access.adobe.com/ to help make Adobe PDF files accessible.

While the state plan is a living document that is constantly subject to amendment, this viewable version of the plan is static as of the date the documents were scanned. It is important to note that state plan provisions superseded by a subsequent amendment are no longer in effect. The plan materials on our web site represent a snapshot as of the date indicated.
