Director CDFI Fund

Treasury Secretary John W. Snow announced the appointment of Arthur A. Garcia to serve as the Director of Treasury's Community Development Financial Institutions (CDFI) Fund on May 10, 2004. Mr. Garcia will oversee various programs aimed at expanding capital and financial services in critically underserved urban, rural and Native American communities where one of the biggest obstacles to economic development is a lack of access to mainstream sources of private-sector capital.

Prior to the CDFI Fund Mr. Garcia served as the Administrator of the Rural Housing Service at the U.S. Department of Agriculture since April 2002. As Administrator, Mr. Garcia managed programs that provide assistance to rural Americans and their communities in obtaining adequate and affordable housing and having access to needed community facilities.

Prior to coming to Washington, D.C., Mr. Garcia served on the faculty of both Webster University and the University of Phoenix as a adjunct professor in the Department of Finance. He has also taught at the College of Santa Fe. Mr. Garcia has also enjoyed a career in banking. He served as a Lender Manager with Sunwest Bank, which later became Nations Bank, and was instrumental in building a business lending center. He also served as Vice President of retail banking at First State Bank in New Mexico and as a District Manager at one of New Mexico's largest and most respected credit unions. Mr. Garcia has served as President of the Hispanic Bankers Association, and on the Board of Directors of the School of Banking at the University of New Mexico.

He is a graduate of New Mexico State University with a Bachelor of Arts degree in Government and holds a Masters degree in Finance and a Masters of Business Administration from Webster University where he was named outstanding graduate student.
