Jesus Delgado-Jenkins
Deputy Assistant Secretary for Management and Budget
Mr. Delgado-Jenkins serves as Deputy Assistant Secretary for Management and Budget. He joined the Treasury Department in May of 2003 and serves the Department across a broad set of budget, financial and management responsibilities, including:
Strategic Planning, Budget and Performance Metrics
Budget Formulation and Budget Execution
Performance and Financial Management
Chief Acquisition Officer
Capital Investment Review Board
IRS Oversight Board
President’s Management Agenda – Budget and Performance Integration
Support on General Management Issues
He previously served as Managing Director for Bourbon Street Partners, LLC, a management consulting firm where he raised capital, led retail chain acquisition studies and performance improvement and reengineering projects in the operations and finance functions of Fortune 1000 companies. He also led a strategic reorganization study for the CIO of a major food processor.
Prior to Bourbon Street, Mr. Delgado-Jenkins served as a Vice President
of Operations at Dominick’s Finer Foods, where he managed
retail operations for 20,000 employees to include financial planning
and budgeting. He also directed Supply Buying, Store Services Contracting
and the Store Set Merchandise Group (for over 40,000 items). While
at Dominick’s, Mr. Delgado-Jenkins directed the chain’s
priority reengineering project implementing new forecasting, ordering,
stocking and production processes across 18 departments (Grocery,
Deli, Produce, etc). As part of the executive team, he assisted
with the chain’s turnaround, initial public offering in 1996
and subsequent sale to Safeway, Inc. in 1998.
Before joining Dominick’s, Mr. Delgado-Jenkins served as a Manager at PriceWaterhouse’s Strategic Consulting Group. He led several supply chain reengineering projects focused on revenue lift, cost reductions and technology implementation. Prior to joining PriceWaterhouse, he began his career serving as an Engineer Officer in the US Army Corps of Engineers.
Mr. Delgado-Jenkins received his B.S. in Mechanical Engineering Aerospace from the U.S. Military Academy at West Point and his M.B.A. from the Kellogg Graduate School at Northwestern University with majors in Strategy, Finance and Marketing.
