Introduction
The U.S. Trade and Development Agency (USTDA) advances
economic development and U.S. commercial interests in
developing and middle-income countries. The agency
funds various forms of technical assistance, feasibility
studies, training, orientation visits and business
workshops that support the development of a modern
infrastructure and a fair and open trading environment.
USTDA's strategic use of foreign assistance funds
to support sound investment policy and decision-making
in host countries creates an enabling environment for
trade, investment and sustainable economic development.
Operating at the nexus of foreign policy and commerce,
USTDA is uniquely positioned to work with U.S. firms
and host countries in achieving the agency's trade and
development goals. Working through the U.S. private
sector to implement its programs, USTDA brings best
practices and U.S. technology to bear in delivering
specific, results-oriented development assistance.
USTDA supports project development activities worldwide,
and has been active in the European market since 1981.
During this time, USTDA has approved funding of nearly
$145 million for the agency's project planning and
development activities in Central and Eastern Europe.
USTDA provides grant funding for a variety of early
project planning activities. USTDA-funded studies
help to determine the technical, economic, and financial
feasibility of a project. These activities also help to promote
environmentally sound project development. USTDA
also provides grants for technical assistance necessary
to complete a project, to open markets in various sectors,
or to conclude and implement agreements reducing trade barriers.
While USTDA activities span a wide range of sectors, many focus on energy and power,
transportation, telecommunications, mining and minerals development, environmental
infrastructure and services, and health care. Historically, most USTDA projects
have been public sector undertakings, planned and implemented by government
ministries or agencies. Increasingly, however, developing countries,
including the Central and Eastern European countries, have begun to
promote private sector involvement in major infrastructure and industrial
projects. Consequently, USTDA provides funding for both public and
private sector projects, including joint ventures in which U.S.
companies plan to take equity.
Submitting a Proposal to USTDA
To initiate USTDA consideration of a project, a request
for assistance must be made directly to USTDA by the
appropriate foreign sponsoring entity (government or private sector).
In cases where a specific U.S. company has been identified by
the foreign sponsoring entity as its partner in the project,
that U.S. company must submit a detailed proposal to USTDA
in accordance with a specific format, which is available
on the USTDA website at www.tda.gov.
USTDA Approval Process
If a project appears promising, USTDA hires its own technical
consultant to review the project, through either a Desk Study (DS) or
a Definitional Mission (DM). A DS is a review of the project by a
consultant in the United States. This method is utilized when
there is already sufficient information available that a visit
to the host country is not necessary. Usually, a DS is funded
when USTDA has received a detailed proposal from a U.S. company.
A DM involves a short visit by a U.S. consultant to the host
country to gather additional information and to work with the
sponsoring entity to develop terms of reference and a budget
for a USTDA-funded study.
The DS or DM ascertains if a project meets the USTDA's funding criteria.
These include whether a project: (1) is a developmental priority for
the host country; (2) is likely to receive implementation financing
and have a procurement process that provides "equal access" to U.S.
firms; (3) has the potential to result in significant U.S. exports
during project implementation (at least $10-15 million); and (4) whether
USTDA support will help to level the playing field for U.S. firms
relative to foreign competitors.
Mechanics of a USTDA Grant
When USTDA provides funding, it signs a Grant Agreement with
the foreign sponsoring entity (the Grantee), and the Grantee
selects a U.S. firm to perform the USTDA-funded study.
In many cases, the Grantee already has identified that firm
(typically the firm that has submitted the proposal to USTDA).
In other cases, a competitive selection process is undertaken
by the Grantee. Either way, the selected U.S. contractor signs
a contract with the Grantee to carry out the USTDA-sponsored work.
USTDA and the Grantee sign the Grant Agreement, but no funds
are actually transferred to the Grantee. Instead, the U.S.
contractor conducts work under its contract with the Grantee
and submits it invoices to the Grantee. If satisfied with
the work performed, the Grantee approves the invoices and
forwards them to USTDA. USTDA then pays the contractor
directly in the United States.
In most cases, USTDA requires the U.S. firm conducting the study
to contribute toward the total cost of the study. The amount
of USTDA's contribution varies according to a number of factors, including:
(1) the size of the firm; (2) the potential follow-on benefit to the firm as
supplier or investor in the project; (3) the cost the firm has already
incurred in developing the project; (4) and the risk associated with the project.
In addition, USTDA may require the U.S. firm conducting the study to
reimburse USTDA if the project is implemented and the firm reaps a
substantial economic benefit.
USTDA PROJECTS IN EUROPE
ALBANIA
Air Navigation Systems Feasibility Study (200070085) - USTDA provided the Ministry of Transportation with a $405,656 grant for a feasibility study to analyze the optimum methods to modernize the air navigation system at the Tirana Airport. Lockheed Martin Corp. is performing this study and will cost share $145,028.
Electricity System Transmission Interconnection Project (200070093) - USTDA signed a grant with the Ministry of Public Economy and Privatization for a $400,000 feasibility study to examine several electricity interconnection projects. Harza was competitively selected to perform this study. In April 0f 2002, USTDA added an additional $720,000 to this grant to assist in the design of a new thermal power plant in Albania.
Port-Related Equipment Procurement (200070068) - Under the South Balkan Development Initiative (SBDI), USTDA provided a $1.4 million grant to the Albanian Ministry of Transportation for the procurement of priority port-related equipment. Product specifications will be developed by Moffatt & Nichol International of New York, NY.
Financial Planning Advisory Services (200070090A) - USTDA provided a grant to the Ministry of Economic Cooperation and Trade for an advisor to assist them with developing projects for the Stability Pact project list. CORE International is performing this Technical Assistance.
Emergency Roads Repair Technical Assistance (200070010A) - USTDA is providing $70,000 to the General Roads Directorate to fund a technical advisor to prepare engineering design and bid documents for road repair projects in Albania. McDonough Bolyard Peck, of Fairfax, VA, was competitively selected to perform this assistance.
Tamping Machine Procurement (200070001A) - USTDA provided $850,000 to procure a tamping machine for the Albanian Railways. The machine will help the Albanian Railways maintain its 447 kilometer network of main lines. Fairmont Tamper, Harsco Corporation, of West Columbia, SC, supplied the equipment.
Port of Durres Multimodal Container Facility Study (9970019B) - USTDA is providing $160,000 to fund the cost of goods and services required for a Phase I feasibility study on the development of a potential multimodal container facility at the Port of Durres. Moffatt & Nichol International of New York, NY was competitively selected to perform the study. A Phase I report is now available. USTDA has made available an additional $318,000 towards the completion of the study's second and final phase. MNI will perform the additional work, which will commence in September 2000.
Rail Signaling System (9970015): - USTDA has committed to procure approximately $1.6 million in rail signaling and related equipment for the Albanian Railways. The equipment will help ensure the safety of trains and automobiles that frequently cross railway lines, as well as allow more complex railroad operations. Business Promotion Consultants has been contracted to define the signaling system requirements. Procurement will be completed in Fall 2000.
Rail Communications Equipment (9870042) - USTDA has committed to procure approximately $1.6 million in rail communications equipment to improve efficiency and safety along the East-West corridor rail routes in Albania. Contractor selection is currently underway.
Road and Rail Construction Equipment (96724) - USTDA provided a $2.3 million grant to the Ministry of Transportation for the purchase of road and rail construction equipment and machinery for reconstruction of the east-west corridor between Durres-Tirana-Kafesan. The final tranche of equipment will be delivered in Fall 2000.
SCADA System Advisor (95722) - USTDA approved a
$50,000 technical assistance grant to the Albanian
Electric Corporation (KESH) for a procurement advisor to assist in the evaluation of a power dispatching system which World Bank also sponsored. Glenn Stagg was awarded the contract as procurement advisor.
Telecommunications (93759) - In September 1993,
USTDA provided a $205,000 grant to Albania Telecom for a study on the upgrade and expansion of the Albanian telecommunications network. Booz, Allen & Hamilton performed the study, which is available from the NTIS.
Transportation Public-Private Venture (94825) -
As part of the United States commitment to the
development of transportation in the South Balkan
countries, USTDA funded an Orientation Visit for four
Albanian road transportation officials to the United
States to attend the September 1994 Public-Private
Ventures Conference in Washington, DC. The American Road & Transportation Builders Association coordinated the visit.
BOSNIA & HERZEGOVINA
World Bank Road Program (2001-70062A) - USTDA has approved $48,500 for technical assistance for a World Bank sponsored Road Management and Safety Program in Bosnia and Herzegovina (BiH). This program will improve Bosnia's road infrastructure and strengthen the road management administration and legislation in the country. McDonough Bolyard Peck, of Fairfax, VA, was competitively selected to perform this assistance.
Railways Recovery Rehabilitation Project (200170023A) - USTDA provided assistance worth $661,737 to the Bosnian Railways for their restructuring efforts. This assistance will be provided under the auspices of the European Bank for Reconstruction and Development through USTDA's trust fund at the Bank. A U.S. firm will be competitively selected to perform this work.
Lijanovici Meat Processing Facility (200170019A) - USTDA provided Lijanovici, a private Bosnian meat processing firm, with an $82,000 grant for a feasibility study to upgrade and expand its meat processing facility. The U.S. firm Agland Investment (San Rafael, CA) was competitively selected and completed this project. A final report is now available in the USTDA library.
Brod Oil Refinery Rehabilitation Project (200070079B) - USTDA signed a $210,000.00 grant with the government of Republika Srpska for a feasibility study to rehabilitate the Brod Oil Refinery. This opportunity was advertised in the Federal Business Opportunities and contractor selection is underway.
Banja Luka District Heating Feasibility Study (200070057) - USTDA provided a $297,517 grant to Toplana Banja Luka for a feasibility study that will investigate the financial and technical requirements for improving Banja Luka's district heating system. The U.S. firm Burgess & Niple (Columbus, OH) has been competitively selected as the contractor for this project.
Inflatable Boat Manufacturing Facility Feasibility Study (200070040) - USTDA provided a $79,500 grant to investigate the feasibility of developing an inflatable boat manufacturing facility in Gradacac, Bosnia. Severn Boats Ltd., of Severn, MD, will cost share an additional $26,500 towards the completion of the study, which is now being performed by Program Planning Professionals, of Washington, DC. A final report is now available in the USTDA library.
Elektroprivreda Telecommunications Feasibility Study and Pilot Project (9970075 - USTDA provided a $688,414 grant to Elektroprivreda BiH for a feasibility study and pilot project that will examine the technical and financial requirements for an internal telecommunications system. The second phase of this project will include the development of a demonstration system between Sarajevo and Tuzla, using technology recommended in the study. The Auriga Corporation, of Milpitas, CA, was competitively selected to perform the study.
Cable Television Feasibility Study and Pilot Project (9970074) - USTDA provided a $639,165 grant to the Public Enterprise PTT Bosnia and Herzegovina for a feasibility study and pilot project that will examine technical and financial issues involving the development of a cable television infrastructure in Bosnia. The study will evaluate market demand and develop a business plan that defines appropriate technologies. Teleconsult International, of Washington, D.C., was competitively selected to perform the study .
SCADA Systems Feasibility Study (9970053) - USTDA provided $606,200 to the Joint Power Coordination Center (JPCC) for a feasibility study and procurement assistance on a SCADA (Supervisory Control and Data Acquisition) system for Bosnia's three electric power utilities. SCADA would decrease costs and improve efficiency of Bosnia's power transmission systems. Electrotek Concepts Inc. of Arlington, VA was competitively selected to perform the feasibility study.
Mostar Sewage Treatment Facility Feasibility Study - USTDA has provided $325,000 from its Trust Fund at the World Bank for a feasibility study to examine the technical and financial requirements for the development of a new sewage treatment facility in Mostar. The World Bank selected Harza to perform this work.
Agribusiness Technical Assistance Project (9970078) - The scope of this project has narrowed since it was originally approved in 1999. In August 2001, USTDA approved a change in the Terms of Reference for the $255,000 provided to its Trust Fund at the International Finance Corporation (IFC). The revised project provides support to four specific wood processing mills in BiH, which are on the verge of privatization. BalkanAmerica, a consortium of U.S. wood firms based in Raleigh, NC, will carry out this project.
Coal Mines Rehabilitation Feasibility Study (9970050) - USTDA provided a $351,400 grant to the Federal Ministry of Energy, Mining and Industry for a feasibility study on the rehabilitation of the Middle Bosnia and Tuzla Coal Mines. Marston & Marston Inc. of St. Louis, MO was competitively selected to perform the study, which was completed in July 2000.
Metal Mines Rehabilitation Feasibility Study (9970048) - USTDA signed a $218,500 grant with the Federal Ministry of Energy, Mining and Industry for the rehabilitation of the Buzim Manganese Mine and Olovo Base Metals Mine. MRDI was competitively selected to perform this study.
Brcko Port Facilities Feasibility Study (9970007) - USTDA has provided a $292,500 grant to the Brcko District of Bosnia and Herzegovina for a feasibility study on the rehabilitation of the port facilities. Parsons Brinckerhoff, in association with Manalytics, was competitively selected for this study, which is now available.
Konjic Hydroelectric Power Plant Feasibility Study (9970003) USTDA signed a $402,879 grant to Elektroprivreda BiH, to partially fund a $537,173 study on the environmental, financial and technical feasibility of a hydroelectric power plant at Konjic. Idaho-based Morrison Knudsen Corporation will perform and cost share the study, which was completed in May 2000.
EKIS Information Technology Pilot Projects
(9870072) USTDA has provided a $233,290 grant to a private company, EKIS, to partially fund a $319,580 pilot project study for four information technology projects for services including customer care, client billing, and network management. Nevada-based HGC performed and cost-shared the study, which is now available.
UNIS-MGA Gas Meter Production Feasibility
Study (9870071) - USTDA has signed a $170,800 grant with UNIS-MGA to partially fund a $230,800 study to examine the restart and modernization of production of gas meters for the local and surrounding market. Illinois-based Unitec Trading Company cost-shared the study, which is now available.
Tuzla and Kakanj Power Plant Rehabilitation
Study and Financing Plan (9870064) - USTDA signed a grant with Elektroprivreda BiH to provide $483,418 of a $644,557 feasibility study on the rehabilitation of two thermal power plants -- at Tuzla and Kakanj -- and the possible modernization of these facilities on an independent basis. Parsons Group International is performing and cost-sharing the feasibility study, which was completed in August 2000.
Tuzla Airport Regional Cargo Facilities Feasibility
Study - USTDA signed a $350,000 grant for a feasibility study to examine the technical, financial and economic conditions impacting the development of regional air cargo facilities at Tuzla Airport. The Municipality of Tuzla will serve as the Grantee. Louis Berger International was competitively selected to perform the study, which is now available.
Olympics Site Hotel Feasibility Study (9870035) - USTDA has provided a $256,000 grant to the Canton of Sarajevo for a $366,000 feasibility study for a hotel and conference center on a site adjacent to Zetra and Kosevo Stadium. The study will be prepared to attract investment/equity partners and to obtain financing for project implementation. Louis Berger International and UNACO USA performed the work and cost shared the study, which is now available.
Stone Brick Manufacturing Plant Upgrade
Feasibility Study (98708) - USTDA has provided a $116,355 grant to partially fund a $146,355 study for Kror, a Bosnian brick manufacturing company. The feasibility study will examine the technical, financial and economic feasibility of upgrading Kror's facilities with U.S. brick manufacturing equipment and establishing a joint-venture company. Concrete Services Network (MI) conducted the study; Besser Corporation (MI) cost-shared the work. The study is now available.
Joint-Venture Leasing Company Feasibility Study
(98702) - USTDA signed a $170,534 grant with
Unioninvest, a Bosnian construction firm, for a
$231,640 feasibility study to examine the technical,
economic, financial and legal feasibility of
establishing a jointventure leasing company in
Sarajevo. BH Leasing, a U.S. consulting firm, is
performed the study and cost shared the study.
Transportation and Construction Orientation Visit (98701) - USTDA hosted a visit by ten transportation and construction officials and business representatives to the United States to meet with U.S. project developers, equipment suppliers and financiers in December 1997. The delegation visited Washington, D.C., New York and Chicago.
Ploce-Sarajevo Corridor Intermodal Terminal Study (97704) USTDA has awarded a $450,000 grant for partial funding of a feasibility study for intermodal container facilities between the Port of Ploce -- a Croatian port to be leased to the Bosnian government under the terms of the Dayton Peace Agreeement -- and Sarajevo. Manlytics performed this study.
Aluminij Mostar (AM) Rehabilitation (97702) - USTDA has provided a $432,600 grant to an aluminum company in Mostar for the purpose of a feasibility study to assist in restarting production and repair/expansion of facilities. Alutec, a California firm, is leading the study. Phase I has been completed. This once-incapacitated plant was able to re-start production and now operates at over fifty percent of its pre-war capacity. As a result of this technical assistance, AM is now fulfilling export contracts with European buyers. A final report for both phases will be available by year's end. Additionally, an orientation visit to the United States was conducted in November 1997 to allow Aluminij officials to meet with potential American partners. Nearly $10 million in U.S. exports have been generated since the re-start of production.
Electronic Funds Transfer Network Study
(97744) - USTDA has signed a Grant with SAB Banka
Sarajevo for a study to review the financial, legal and
technical feasibility of an electronic funds
ATM/Point-of-Sale network for Sarajevo. MIC REL,
Inc. of Denver, Colorado, performed the work; the
study is now available.
Food Processing/Bottling Orientation Visit (97759) - Six representatives of food processing and bottling firms from the Federation and Republika Srpska were brought to the United States in October 1997 to attend an equipment trade show in Las Vegas and to visit potential U.S. partners in Dallas and Minneapolis.
Telecom Officials Orientation Visit (97739) - Seven company and government representatives were invited to attend SuperCom in New Orleans in June 1997 and to travel to Chicago, New York and Washington, D.C. to meet with U.S. telecommunications firms.
Civil Aviation Training (96754) - USTDA provided
training through the Federal Aviation Administration
for 12 Bosnian air traffic controllers. The training
concluded in early 1997.
Engineering Advisors (96764, 96765, 96766,
97732) - USTDA has provided engineering advisors to the Bosnian government through the Office of the High Representative (OHR) in the transportation, energy, environmental/water/waste water and aviation sectors.
Tuzla Chemical Definitional Mission (97701) - USTDA asked Kemworks Technology to visit facilities in the Tuzla area, including Sodaso and KHK, to investigate potential projects for IIDP funding. This mission finished in late 1996.
Infrastructure Definitional Missions (96708, 96709, 96710, 96711) - At the outset of the IIDP, USTDA organized Definitional Missions to investigate project opportunities in the energy, water and sewage, telecommunications, and transportation sectors. These reports are available through the USTDA library.
World Bank Political Risk Guarantee Facility -
Under USTDA's World Bank Trust Fund, USTDA provided
$130,000 to assist with the establishment of a political
risk guarantee facility for commercial projects in
Bosnia. The World Bank has set-up this fund, which is
now operational.
BULGARIA
Council of Ministers National Interconnection Network (2002-70025B) - USTDA has recently approved a $330,860 grant to the Council of Ministers of the Government of Bulgaria to assist in the development of a national IT network for the interconnection of government ministries. Mega-Tech, Inc. was competitively selected to perform this study.
United Revenue Agency IT System (2002-70053A) - USTDA has recently approved a $169,752 grant to the Ministry of Finance of Bulgaria for the development of information technology (IT) components of a Unified Revenue Agency (URA) for the collection of taxes and social contributions. Clap & Mayne, Inc. was competitively selected to perform this study.
Cable Bulgaria Expansion (2002-70038A) - USTDA has provided Cable Bulgaria, a cable television and telecommunications provider, with a $153,975 grant for a feasibility study on the expansion of their services. Deloitte Touche Tohmatsu Emerging Markets was competitively selected to perform this study.
Eurocom Cable Expansion (2002-70039A) - USTDA has provided Eurocom Cable, a cable television and telecommunications provider, with a $153,975 grant for a feasibility study on the expansion of their services. Booz-Allen and Hamilton, Inc. was competitively selected to perform this study.
Neochim Mixed Fertilizers Plant (2002-70017A) - USTDA awarded Neochim, a fertilizer company, with a $275,500 grant to analyze the potential production of mixed fertilizers at their plant. Florida Engineering and Design of Lakeland, Florida was competitively selected to perform this study.
Union Miniere Waste Management (2002-70002A) - USTDA awarded Union Miniere, a copper smelter, with a $141,000 grant for a waste management feasibility study that will look at ways to reduce and recycle existing waste streams. Millennium Science and Engineering of Salt Lake City, Utah was competitively selected to perform this study.
Assarel Medet Copper Mine (2001-70058A) - USTDA awarded the Assarel Medet Copper Mine with a $296,000 grant for a study on the modernization and upgrading of their facilities. SRK Consulting of Lakewood, Colorado was selected by the Grantee to perform this study.
LUKoil Neftochim Refinery and Petrochemical Complex (2001-70056B) - USTDA provided a $450,000 grant to assist in the development of a master plan for the LUKoil Neftochim Complex in Bourgas. ABB Lummus Global, Inc. of Bloomfield, NJ will conduct the study, and cost share $200,000 towards the cost of the project. The Grantee will also be contributing $235,000 towards the study's completion.
Kardjali Lead and Zinc Complex (2001-700048B) - USTDA awarded the Lead and Zinc Complex, a mineral processing firm, a $260,000 feasibility to assist with plans to recycle and reuse existing waste streams. CDM International of Boston, MA has been selected to perform this work.
Neochim Energy Efficiency (200170045A) - USTDA gave Neochim, a fertilizer company, a $254,000 grant for a feasibility study on its energy efficiency needs. Black and Veatch of Overland Park, KS was selected by the Grantee to perform the study.
Dobroudja Basin Coal Bed Methane (200170043) - USTDA awarded the University of Mining and Geology "St. Ivan Rilski" with a $244,800 grant to analyze the options of obtaining coal bed methane in the Dobroudja Basin. This project was performed and cost shared by Raven Ridge Resources, Inc. of Grand Junction, CO. The final report is available.
Ellatsite Copper Mine Upgrade (200170042) - USTDA provided the Ellatsite Copper Mine with a grant worth $346,000 to assess its modernization needs. Pincock, Allen and Holt has been selected by the Grantee to perform this study.
Industrial Power Projects (200070055) - USTDA awarded Bulgarian Energy Partners with a $340,000 grant for a feasibility study on several industrial power projects in Bulgaria. Wilton Interpower has conducted and cost shared this feasibility study, and the final report is available.
Motor Testing Equipment (200070062) - Under the SBDI program, USTDA provided the Bulgarian State Railways (BDZ) a $1.073 million grant for the procurement of motor testing equipment. This equipment will improve the maintenance and operation of the BDZ's locomotives. CAM Industries, of Hanover PA was selected as Contractor.
Ground-Penetrating Radar (200070048A) - USTDA is providing $107,270 to the General Roads Administration to procure ground-penetrating radar; this equipment will help assess the structural integrity of primarily roadways, bridge decks and other large concrete structures. Geophysical Survey Systems, Inc. of North Salem, NH, will supply the equipment.
Tractor-Trailers for the Port of Varna (200070047A) - Under SBDI, USTDA provided $480,000 to procure tractor-trailers for the Black Sea Port of Varna; this equipment will help expedite container traffic between the port's two locales. Sargent International supplied the equipment.
Bridge Inspection Platform (200070046A) - USTDA is providing the General Roads Directorate $320,000 to procure a bridge inspection platform; this equipment will improve bridge safety inspections along Corridor 8. Sargent International was selected to supply this equipment.
Clearance Laser System (200070045A) - USTDA is providing $300,000 to the Bulgarian State Railways to procure a clearance laser system; this equipment will help fast, high accuracy clearance measuring of railway tunnels and provide a reliable data source for maintaining railroad structures. L-Kopia, Inc. was selected to supply this equipment.
National Cardiology Initiative (20007002B) - USTDA provided the Ministry of Health with a $106,435 grant for a reverse trade mission, equipment demonstration and needs assessment of cardiology equipment in Bulgaria. Agilent Technologies Healthcare Solutions Group completed and cost shared this study.
Bulgargaz Gas Storage Facility (9970058) - USTDA provided Bulgargaz with a grant of $276,000 for a feasibility study for an underground gas storage facility. The Sarkeys Energy Center of the University of Oklahoma led a consortium to cost share and perform this study, whic is now available.
Reach Stackers (9970038) - USTDA is providing $780,000 to the Bulgarian Ministry of Transport for the procurement of 2 reach stackers, which will be used at the Port of Varna and the Sofia Intermodal Cargo Facility. Mi-Jack Products of Hazel Crest, IL, was competitively selected to provide the machines.
Diesel Locomotive Rehabilitation Facility Feasibility Study (9970009) - USTDA signed a $250,000 grant with the Bulgarian State Railways to partially fund a $375,182 feasibility study on a diesel locomotive rehabilitation facility at Ruse. Bulgarian Railways Commercialization Assistance

Wireless Local Loop Pilot Project (9870056) - USTDA
has signed a $295,000 grant with the Bulgarian
Telecommunications Company (BTC) for a $365,000
pilot project for the deployment and study of wireless
local loop technical solutions for rural telephony.

Catenary Inspection and Maintenance Vehicles Project (98749) - USTDA is providing $1.35 million for the procurement of catenary inspection and maintenance vehicle for the Bulgarian State Railways (BDZ) for use along the East-West Corridor. Plasser American was competitively selected for the procurement, which was completed in August 2000.
Port of Burgas Intermodal Container Terminal
Study (98702) USTDA provided the Ministry of Transportation $300,000 for the partial funding of a $400,000 feasibility study on an intermodal container terminal at the Port of Burgas. Manalytics was competitively selected to perform the study, which was completed in early 2000.
Railroad Crossing Safety Panels Pilot Project
(98707) - USTDA has provided $296,050 to the Bulgarian State Railways (BDZ) to fund a project involving the test deployment of rubberized, long-lasting railway crossing safety panels at approximately fourteen sites in Bulgaria. HiRail Corporation (IA) was selected to identify sites and provide equipment. The project was completed in August 2000.
Sofia Intermodal Terminal Study (96725) - USTDA provided the Ministry of Transportation $250,000 for the partial funding of a $500,000 feasibility study on an intermodal container terminal in Sofia. Sea-Land performed this study.
Railroad Equipment (96726) - USTDA provided a $2.3 million grant to the Ministry of Transportation for the purchase of fiber optic cabling and related station equipment for the rail section between Sofia and Gyushevo. Procurements have been awarded to Siecor and ACSI-NT.
Railway Telecom & MIS (95723) - USTDA approved a
$128,000 grant to the Bulgarian State Railways (BDZ)
for a feasibility study on the modernization of its
telecom and computer systems. The MIS investment
includes ticketing and reservations, and freight traffic
management. Lynx Technologies, in coordination with
Snavely King & Associates, performed this study
which is available at the USTDA library.
Nuclear Safety (94735B) - In May 1994, USTDA
provided a $350,000 grant to the Ministry of Energy
for a study on safety upgrades and fuel core design at
the Kozloduy Nuclear Power Plant's WER 1000 units.
Westinghouse completed the study. USTDA has also
provided $200,000 to the Ministry for assistance in
bidding and evaluation procedures for this project.

February 1994, USTDA provided a $800,000 grant to the

INA's Rijeka and Sisak Refineries (2002-70016A) - USTDA has approved $410,000 for a feasibility study on the modernization of the Rijeka and Sisak refineries, which are owned and operated by INA, the state-owned oil company. The U.S. firm, ABB Lummus Global, is the sole-source selected contractor for this study.
Port of Dubrovnik Development Project (2001-70079A) - USTDA has approved $71,540 for a Feasibility Study submitted by the European Bank for Reconstruction and Development (EBRD) and the Dubrovnik Port Authority on improving the current port facilities of Dubrovnik. These delegates traveled to multiple U.S. cities to meet with American suppliers of CATV technology and equipment. Klariko Voce Food Processing Plant (2000170020A) - USTDA provided Klariko Voce d.o.o. Dona with an $86,000 grant for a feasibility study on expanding and modernizing their food processing operations. Agland Investment Services was selected to complete this study.
Iskon Wireless and Data Transmission (200070064B) - USTDA provided a grant worth $192,000 to Iskon Internet, a private Croatian company, for a feasibility study to analyze the technical and financial factors of a wireless/data transmission project. KPMG Consulting was selected and completed this study.
Air Traffic Control Training (199970036A) - USTDA provided $140,000 to help train Croatian Air Traffic Services Authority officials at the Federal Aviation Administration's training center in Oklahoma City, Oklahoma. The training took place Spring 1999. Previous USTDA-financed aviation training efforts in 1995 led to $11 million in equipment procurement from U.S. companies.
National Library Data Management System (9870053) - In September 1998, Ambassador Montgomery signed a grant on behalf of USTDA for a $70,000 feasibility study for the Ministry of Science and Technology for a modern national library data management and archiving system.
Zagreb Thermal Power Plant Rehabilitation
(95735) - In March 1995, USTDA provided a $408,900 grant for a feasibility study of a power plant rehabilitation project in Zagreb, Croatia. GE and Parsons Power performed and cost shared the $900,000 study, which was completed in mid?1997. Construction of the power plant has now been completed.
Aviation Training (95708) - USTDA provided funding
to train 12 enroute controllers from the Croatian Air
Traffic Services Authority. The training occurred at
the Federal Aviation Administration's Aviation

PDI Plasma Gasification Project (200270041B) - USTDA awarded a $302,115 grant to PDI a.s. for a feasibility study on a waste-to-energy plant utilizing the plasma gasification vitrification system of Solena Group. Rozna Mine Wastewater Treatment Project (200270023) - USTDA awarded a $296,000 grant to Diamo for a feasibility study to assess the financial and technical options for treating uranium mine wastewater. Pincock, Allen & Holt was competitively selected and is performing the feasibility study.

Plzenska Teplarenska Waste-to-Energy Project (200270024A) - Plzenska Teplarenska, the heating company of Plzen, was awarded a $234,500 Grant for a feasibility study to assess the technical and financial options for building a waste-to-energy plant. Druid Biomass-to-Energy Project (200170064B) - USTDA provided a $123,000 Grant to Druid, a private agricultural company, for a feasibility study to analyze the technical and financial implications of utilizing its biomass to provide energy. Novus Energy, LLC was competitively selected and is performing the feasibility study.
Pyrotol Unit/Aromatics Unit (200270007A) - USTDA awarded a $288,000 Grant to Chemopetrol for a feasibility study to analyze methods of producing additional benzene and styrene from the company's steam cracker. GTC Technology was competitively selected and the Study is currently underway.
Cyclohexanone/Caprolactam Production (200270006) - Unipetrol received a $331,000 Grant from TDA for a feasibility study for streamlining its caprolactam production by producing cyclohexanone. Nexant was competitively selected and completed the Study, which is now available.

Straz pod Ralskem Alum Plant (9970069) - USTDA provided Diamo, a Czech company, a grant worth $255,000 for a feasibility study for an alum plant to remediate an uranium ore leach field. This project was undertaken and cost shared by Duke Engineering and Services.

an environmentally friendly PCFB power unit at the

the Ministry of Industry and Trade for partial funding

Budapest Airport Regional Hub Feasibility Study (9970054B) - USTDA is providing $250,000 for a feasibility study to examine the technical, financial, economic and environmental factors surrounding the development of Budapest's Ferihegy Airport as a regional hub. Environmental Remediation Feasibility Study
(97749A) - USTDA provided $500,000 to the Hungarian Ministry of Environment for a feasibility study on the cleanup of three polluted industrial sites in Hungary. CH2M Hill performed the study.
Highways Monitoring Project - USTDA recently
provided $550,000 to the Hungarian Ministry of
Transportation for a study that will develop
specifications for a comprehensive traffic monitoring
system for Hungary's highway system. Wilbur Smith
Associates performed the study.
Banking Officials Orientation Visit - USTDA sponsored a
visit of Hungarian banking officials to learn about U.S. information
systems used in the financial services industry. The officials visited
March 19-27, 1996. The delegation traveled to Washington, New York
and San Francisco. Delphi International arranged the visit for USTDA.
Management Information System - In May 1995,
USTDA approved funding of $72,500 for a feasibility
study on a Management Information System and
management reorganization plan for Hungary's
Ministry of Finance. Information for Investment
Decisions, Inc. performed the study.
Microwave Transmission Project (94820B) - In
May 1995, USTDA provided a $381,000 grant to
Hydrotel (a Hungarian government owned company in
charge of flood control and inland waterways) for a
study on the modernization and expansion of the
company's existing telecommunications network. The
purpose is to create an end-to-end turn-key network
for an on-line data delivery system for business
organizations. A U.S. consortium, lead by US/H
Ventures of Napa, CA performed the study.

$404,600 grant to the Hungarian Oil & Gas Company
(MOL) to evaluate their existing telecommunications

OHIS Wastewater Treatment (2001-70022B) - USTDA provided a $38,388 grant to assist with planning the modernization of the OHIS wastewater treatment plant. The contractor, Enviro Engineering Inc. of Tucson, AZ, contributed an additional $25,592 towards the cost of this project, which is now completed.
Boskov Most IPP Hydro Power (200070061A) - USTDA provided a $278,879 grant to ESM, the National Power Company, for a feasibility study on a potential IPP Hydro Power project. This project is estimated to cost $415,578 and the U.S. company who undertakes this project will be responsible for a cost share of $136,699. Paul C. Rizzo Associates was competitively selected to perform this study, which has been completed.
Trans-Balkan Transmission System Interconnection (200070043A) - USTDA provided a $302,700 grant to ESM, the National Electric Company, for a feasibility study on electric interconnection from Bulgaria to Albania. ECT Europe, an Enron company, has completed this study.
Toll Roads Public-Private Partnership Project (200070006A) - USTDA provided $200,000 to the Macedonian Ministry of Transport and Communications for a Phase I feasibility study on establishing a public-private partnership. Such a partnership would leverage limited public funds to secure private financial support for the national roads sector. Bechtel was selected to perform this work.
Airport Upgrade/Rehabilitation Business Plan (200070019) - USTDA provided the Ministry of Transport and Communications with a grant of $206,300 for a feasibility study to upgrade and rehabilitate the airport in Skopje. Parsons Transportation Group performed and cost shared the study.

Railroad Level-Crossing Safety Devices (99-70085A) - USTDA provided $1,225,000 to the Macedonian Railways to procure level-crossing safety devices. These devices will help ensure safety and steady traffic flows along the railroad. A Invitation for Bids closed in August 2000; Harmon Industries, of Blue Springs, MO, was competitively selected to provide the equipment.
Railroad Design Software and Related Hardware (99-70083A) - USTDA provided $74,556 to the Macedonian Railways to procure railroad design software and computer equipment. This procurement will help the Macedonian Railways plan and design railroad upgrades and expansion. Intergraph Corporation, of Huntsville, AL, provided the software, hardware and training in August 2000.
Computer Systems Technical Assistance (9970012B) - USTDA is providing $60,000 in technical assistance to the Macedonian Railways (MZ). This assistance would define specifications for an upgraded computer system that would be Y2K compliant. A&L; Associates Inc. of Cambridge, MA is performing the work for the MZ. Locomotive Spare Parts and Overhaul Parts
(9870005) - USTDA provided a $1.6 million and $950,000 grant to Macedonian Railways (MZ) for the procurement of locomotive spare parts to increase capacity of the locomotive fleet by 50 percent. MZ procured the parts from General Motors Electro-Motive of LaGrange, IL. The last tranche of equipment was shipped in May 2000.
Skopje Intermodal Container Terminal (96735) -
Under the South Balkan Development Initiative, USTDA
is providing $150,000 towards the cost of a $300,000
feasibility study on an intermodal container terminal in
Skopje. Sea-Land Services, Inc. is performed and
cost-shared this study. A final report is

Road Equipment (96728) - Under the South Balkan
Development Initiative, USTDA provided a $1.7 million
grant to the Ministry of Transportation for the
purchase of road construction equipment for the Kriva
PalankaPsacha road. Caterpillar won this competitive
procurement, and the equipment was delivered in
August 1997.
Rail Sector Feasibility Study (96727) - Under the
South Balkan Development Initiative, USTDA is
providing a $300,000 grant for a feasibility study on
the economic viability of F.Y.R. Macedonia's rail
sector. The Ministry selected Wilbur Smith Associates
to perform this study. The final report is currently

Power Distribution System Modernization
(96717B) - USTDA has provided $350,000 to the
Macedonian electric utility for a feasibility study on
the upgrade of Macedonia's primary distribution
system. Harza Engineering performed the study.
National Airports (94767B) - In June 1994, USTDA
provided a $145,000 grant to the Civil Aviation
Authority for an airport investment and revenue
generation plan and feasibility study. The study
consists of a detailed technical and economic
feasibility assessment for the development of the
country's airports. The terms of reference also include
the preparation of a blueprint for the development of a
national air carrier for F.Y.R. Macedonia. Wilbur
Smith & Associates of Columbia, SC performed this study.
Air Traffic Control (94767A) - USTDA has provided
$205,000 in funding for technical assistance for the
preparation of procurement and tender documents for
an upcoming EBRD air traffic control project. Jerry
Thompson & Associates performed the technical
assistance. Tenders for this project were issued by the
EBRD in 1996.
Air Traffic Control Training (94768) - USTDA
provided $134,914 in funding through an inter-agency
transfer to the Federal Aviation Administration to
provide training in air traffic control operations and
management to 12 F.Y.R. Macedonian civil aviation
officials and technicians at the FAA's Oklahoma City
facility. The 35 day course included two days of site
visits to view an air traffic tower, an area traffic radar
facility, and meetings with U.S. aviation industry
representatives.
POLAND
ELANA CHP Modernization (2003-70001A) - USTDA gave a grant of $418,398 to Heat and Power Associates Polska for a feasibility study on the modernization of a combined heat and power plant. CJ Aron Associates will provide a cost share and perform the study.
CNS/ATM Modernization (200270061A) - USTDA granted $325,000 to the Polish Air Traffic Agency to analyze CNS/air traffic management. DORS International is performing the study.
Epichlorohydrin / Allyl Chloride Derivatives Project (200270042B) - USTDA provided a $270,000 grant to ZACHEM Bydgoszcz for a feasibility study on production of epichlorohydrin / allyl chloride derivatives. ZACHEM will contribute $60,000 towards the cost of this study. Nexant was competitively selected as the contractor and will perform the study.
Kedzierzyn Methanol Production Project (200170078A) - USTDA granted $177,000 to Zaklady Azotowe Kedzierzyn for a feasibility study on a proposed methanol production facility. Kedzierzyn will contribute $34,500 towards the cost of this study. Fluor was competitively selected and is performing the study.
Dwory Synthetic Rubber Expansion Project (200170077A) - Firma Chemiczna Dwory received a $320,000 grant for a feasibility study on a proposed rubber expansion project. Dwory will contribute an additional $64,000 towards the cost of the study through in-kind labor contributions. Nexant/Chem Systems is performing the study.
Zachem Chlorine Expansion Project (200170075A) - USTDA provided a $290,000 grant for a feasibility study to analyze a proposed chlorine expansion project at Zaklady Chemiczne ZACHEM. Additionally, the Grantee will contribute $58,000 towards the cost of the study. Universal Dynamics was competitively selected and performed the study. Bytom Plasma Waste Treatment Project (200170049B) - USTDA awarded a $115,000 grant to the Municipality of Bytom for a feasibility study on a proposed plasma waste treatment project. MSE Technology Applications of Butte, Montana is undertaking this feasibility study and contributing $63,800 towards the cost of this study.
Pesel-Net Data Transmission Project (20017004A) - USTDA provided a $495,060 grant to the Ministry of Interior for a feasibility study to modernize its data transmission network. This opportunity will be competed in the Federal Business Opportunities when solicitation materials are available.
Suwalki Wind Power Project (2001-70010A) - USTDA has provided a $481,000 two-phased grant for a technical assessment and study to examine wind power turbines in Suwalki County, Poland. AWS Scientific of Albany, NY completed the first phase and is performing the second phase of the assistance.
Belchatow Control Technology Pilot Project (2000-70082B) - USTDA provided $375,000 for a pilot project to demonstrate new control technology equipment at Belchatow Power Plant near Lodz. Westinghouse Process Control of Pittsburgh is contributing $375,000 toward the pilot of its equipment.
Krakow Airport Feasibility Study (2000-70071B) - USTDA provided $350,000 to the Polish Airports Authority for a study to examine new terminal and airport facilities at Krakow's Balice Airport. HNTB of Kansas City is performing and cost-sharing the study.
Three BOO Cogeneration Power Production Projects (2000-70069A) - USTDA provided $269,780 to three project companies seeking to develop build-own-operate power plants with U.S. partners and technology. MEGTEC Systems is performing the study.
Rokita Propylene Oxide Project (2000-70067A) - USTDA provided $300,000 to fund a feasibility study on behalf of Rokita, a private Polish chemical manufacturer, to examine the technical, economic, financial and environmental factors impacting the implementation of a propylene oxide capacity addition. Stalowa Wola Power Plant Rehabilitation (2000-70061B) - USTDA provided a $366,310 grant to Elektrownia Stalowa Wola for a study to examine the technical and financial parameters for rehabilitation of its facilities prior to privatization. Black & Veatch was competitively selected and is currently performing this Study.
Ministry of Finance Change Management Technical Assistance (200070008B) - USTDA has provided $1898,000 to the Ministry of Finance for technical assistance to develop phase one of a two-phased change management project. The Ministry of Finance will competitively select a management consultant to perform the terms of reference. The management consultant will be eligible to bid for phase two of the project. POLTAX Feasibility Study (9970064A) - USTDA has signed a $191,900 grant to fund a feasibility study for the Polish Ministry of Finance to structure the technical specifications for the computerization and networking of its tax administration offices. The Ministry of Finance is responsible for the collection of tax revenues throughout Poland. As the primary source for collecting tax revenues, the Ministry of Finance has prioritized the Polish Tax System Agency

Raba River Basin Environmental Technology Study (9970060A) - USTDA has provided a $250,000 grant for a feasibility study which will allow a competitively selected U.S. contractor to design technical specifications for American-manufactured alternative environmental solutions for wastewater treatment and related watershed projects along Poland's Raba River Basin. The Raba River tributary is the watershed for the Dobczyce Reservoir - the source of 60 percent of Krakow's drinking water. The Union of Upper Raba River Communities and Krakow (a body akin to a U.S. county) is serving as the grantee. The Union competitively selected Coler & Colantonio of Massachusetts to perform the study. A final report is available.
Raba River Basin Environmental Technology Project (9970060B) - As a follow-up to the feasibility study, USTDA provided a $245,000 grant to the Union of Upper Raba River Communities and Krakow for a demonstration project. Coler & Colantonio, in conjunction with Environmental One and F.R. Mahoney, will undertake this pilot project to demonstrate U.S. equipment for these wastewater projects.
Industrial CHP Gas Turbine Conversion Feasibility Study (9970013B) - USTDA provided a $194,534 grant to Polish Energy Partners (PEP) to partially fund an industrial combined heat and power (CHP) plant gas turbine (GT) conversion feasibility study. Wilton InterPower is conducting the study and cost-sharing 50 percent of the costs for this $389,067. A final report is available.
World Bank Krakow Energy Efficiency Technical Assistance (9970002B) - USTDA provided $95,726 to the World Bank for technical assistance in developing a potential energy efficiency pilot project for Krakow.
Bialystok CHP Facility Repowering Feasibility

power plant modernization on unit one at the
Elektrocieplownia Bialystok power plant. Black &

Tel-Energo Telecom Market Entry Plan (9870025) -
In March 1998, USTDA signed a $270,400 grant with
TelEnergo, a private telecommunications company in
Poland, for a feasibility study to develop a market
entry plan for new services over the Polish Power
Grid's existing fiber optic backbone. The study is being
performed by Teleconsult of Washington, DC.
Hazardous Materials Tracking System (95747) - In
March 1998, USTDA approved a $388,425 grant to the
Industrial Research Institute for Automation and
Measurements (PIAP) for a pilot program for a
Hazardous Materials Tracking and Management
System. The tracking system will allow municipalities
to track shipments of hazardous material for security
and safety. Lockheed-Martin of Gaithersburg, MD was competitively selected to perform the feasibility study.
Legnica Hazardous Waste Management Facility
(97765) - In September 1997, USTDA provided a
$384,000 grant to the Province of Legnica for a
feasibility study on the development of a greenfield
hazardous waste facility in Legnica. Dearborn
Environmental Corporation of Chicago, IL performed the study on a cost sharing basis.
Katowice Regional Sludge Management Facility
(97711) - In August 1997, USTDA signed a $451,186
grant with the Province of Katowice to fund a
feasibility study on the development of a greenfield
regional sludge management facility. Triangle
Engineering of Raleigh, NC was selected to perform
the study.
Gydnia Intermodal Container Facility Expansion
(97726) - In the Spring of 1997 USTDA signed a grant
with the Polish Ministry of Transportation for
$297,500 to fund a feasibility study on the expansion
and modernization of the Gdynia intermodal container
facility. Louis Berger International performed the study.
Torun Heat and Power Plant Conversion (96750)
- USTDA signed a grant for $301,372 for a feasibility
study on the conversion of the Torun Plant to a gas

signed a grant for $401,360 for partial funding of a

with Poland's Ministry of Telecommunications for the
development of a pilot project and a strategy on the

Telephone Privatization Strategy (96730) - In July
1996, USTDA signed a grant for $422,000 to the Ministry
of Telecommunications for the development of a
strategy on the privatization of Poland's national
telephone company-TPSA. CS First Boston performed the study.
South Refinery and Petrochemical Complex
(95748) - In October 1995, USTDA approved a
$143,000 grant to determine the feasibility of building
a refinery and petrochemical complex in southern
Poland. Fluor Daniel of Sugar Land, TX and the Poludnie Consortium and cost shared the study, which is now complete.
Telephone Billing System (95771) - In August 1995,
USTDA approved a $600,000 grant for a pilot project for
the creation of a billing system for TPSA (the Polish
phone monopoly). EDS performed the cost shared
pilot project.
CATV and Telephony Project (95745) - In August
1995, USTDA signed a grant for $95,750 with Polska
Telewizja Kablowa (PTK) for a project involving the
expansion of an existing CATV network into voice

August 1995, USTDA provided a $200,000 grant to the
Ministry of Posts and Telecommunications for the
development of an issuing policy for telephone
licenses. The feasibility study will create a framework
and formula for future telecom concessions. Booz

Sendzimira Slag~and Waste Disposal (95754) - In
March 1995, USTDA authorized a $625,000 grant for a
feasibility study for the possibility of processing solid
waste from Huta T. Sendzimira steel mill. Triangle
Environmental performed the feasibility study which is now complete.
Motorways Technical Assistance Program
(95740) - In March 1995, USTDA approved a
$1,000,000 technical assistance grant for the
development and implementation of the Polish
Motorways Program (PMP). HDR International performed the technical assistance.
Telecommunications Value Added Network
Services (95743) - In March 1995, USTDA approved a
$162,000 technical assistance grant to the Ministry of
Telecommunications to assess the development
potential of value added networks (VANs) within
Poland. KPMG Peat Marwick performed the technical assistance.
Zielona Gora Power Plant Development (95741) -
In February 1995, USTDA approved a $160,000 technical
assistance grant to the Ministry of Industry and Trade
to aid in the contractual, financial and technical
components surrounding the development of the
Zielona Gora Heat & Power Plant. Taylor DeJongh performed the assistance.
Telecommunication Interconnection Technical
Assistance (95744) - In February 1995, USTDA
approved a $120,000 technical assistance grant to the
Ministry of Telecommunication for the development
of a interconnection structure between TPSA (the
Polish telephone company) and other authorized
carriers. Freedom Technologies of Washington, DC performed the work.
Civil Aviation (90707) - In June 1994, USTDA
provided two grants to the Ministry of Transport and
Maritime Economy for studies on the development of
the civil aviation sector. The first grant provides a
$75,000 financial adviser and the second a $425,000
procurement adviser. TASC was awarded the contract
for procurement advisor and Barclay's Bank of New York, NY was awarded the contract for the financial advisor.
Kozienice Power Plant Modernization (94796) - In August 1994, USTDA provided a $467,000 grant to the Ministry of Industry and Trade for a study on the modernization of two 500 MW units for the Kozienice power station. Westinghouse Electric Corporation performed the study.
Transportation Sector Orientation Visit (95727) - In December 1994, USTDA authorized an orientation visit for the Minister of Transport & Maritime Economy and four senior advisors to visit the United States. The purpose was to establish relationships with U.S. companies that have an interest in civil aviation, railroads, and highways. Institute of International Education (IIE) conducted this visit in January 1995.
Coal Mining (92797C) - In June 1994, USTDA provided a $800,000 grant to the Ministry of Industry and Trade for a study on the development of coal mining operations at three mining companies. The study was performed by John T Boyd Company.
Housing Manufacturing Plant (94810) - In July
1994, USTDA provided a $80,000 grant to the U.S. firm
Epoch Corporation for a study on the development of
a housing manufacturing plant to construct modular
homes.
Medical Equipment Manufacturing (94763) - In
July 1994, USTDA provided a $70,000 grant to the U.S.
firm Great Union International for a study on the
development of business and implementation plans to
install new medical equipment manufacturing lines for
the Polish company MIFAM.
Water Treatment (94711) - 1n October 1993, USTDA
provided a $60,000 grant to the municipal
governments for a study on the modernization of water
treatment plants in Bielsko-Biala county and Warsaw.
The Lenox Institute of Water Technology was selected to perform the study.
Coal Bed Methane (93740A) - In July 1993, USTDA
provided a $320,000 grant to the Ministry of
Environment, Natural Resources and Forestry for a
study on the exploitation of coal bed methane at

senior Polish computer technology officials to visit the
United States for the purpose of attending COMDEX,
a leading U.S. computer trade show. International

(95711) - In October 1994, USTDA sponsored senior
Coal Mining & Processing Official to visit the United
States for the purpose of becoming aquatinted with
U.S. firms capabilities. The World Trade Center -

Communication Delegation Orientation Visit
(95705) - In September 1994, USTDA sponsored the
Minister of Communication and several key advisors
to visit the United States to evaluate U.S. technologies
of interest in Poland. Development Associates

Environmental Officials Orientation Visit
(94793) - In June 1994, three senior officials
responsible for environmental investments were
supported by USTDA to visit the United States to
evaluate U.S. municipalities waste management
techniques for Poland. Schlesinger & Associates

Coal Mining Officials Orientation Visit (92797A)
- USTDA provided a grant for an orientation visit of a
delegation from the State Coal Agency to participate
in the MINEXPO trade exhibition and to meet with
U.S. industry in October 1992. Tech-Knowledge

Electric Power Grid (92725B) - In July 1992, USTDA
provided a $594,000 grant to the Ministry of Industry
and Trade for a study on the development of the
telecommunications and telecontrol system for Polish
Power Grid Company. Macro performed the study. In
June 1994, USTDA provided an additional $175,000
grant for a study to examine substation automation.
Konin Aluminum Rehabilitation (91725) - In
September 1991, USTDA provided a $190,000 grant to
Mee Konin plant for a study on the rehabilitation of a
major aluminum smelter and for an orientation visit to
the U.S. Alutec of San Diego, CA performed the study.
Railways Operations (91728) - In August 1991,
USTDA provided a $400,000 grant to the Polish State
Railway (PKP) for a study to enhance railroad
operations under market conditions. Mercer
Management Consulting of Lexington, MA performed the study.
Oil and Gas Exploration Technology Orientation
Visit (91723) - USTDA provided a grant for an orientation
visit of a delegation of officials from the Polish Oil
and Gas Company (MOL) to the United States to
observe exploration technology applications and to
meet with U.S. firms. The University of Tulsa
organized the visit in June 1991.
Power Plant Rehabilitation (90716B) - In
September 1990, USTDA provided a $2 million grant to
the Ministry of Industry for a study on the
rehabilitation of seven major coal-fired power plants.
Westinghouse Electric Corporation of Orlando, FL performed the study.
Cellular Telephone (90723) - In September 1990,
USTDA provided a $40,000 grant to the Ministry of Posts
and Telecommunications for technical assistance on
the evaluation of cellular telephone bids Arthur D. Little International of Cambridge, MA performed the work.
National Civil Aviation (90707B) - In August 1990,
USTDA provided a $840,000 grant to the Ministry of
Transport and Maritime Economy for a national civil
aviation master plan, including air traffic control and
airport development. An orientation visit to the U.S.
and financial packaging assistance was included. EER
Systems of Vienna, VA performed the study.
Solid and Hazardous Waste (90704B) - In August
1990, USTDA provided a $700,000 grant to the Polish
Ministry of Environmental Protection for four studies:
municipal solid waste (Warsaw), hazardous waste in
municipal sewage (Lodz), energy recovery from
landfills (Krakow), and industrial solid wastes
(Katowice). Post, Buckley, Shuh & Jernigan of Columbia, SC performed the study. In April 1994, USTDA provided
$110,000 for an additional study on work related to
the dye manufacturing industry in Lodz.
Telecommunications Modernization (90702B) - In
May 1990, USTDA provided a $1,088,500 grant to the
Ministry of Posts and Telecommunications for a study
on the modernization of the national network and on
the development of local industry in the telecommunications sector. An orientation visit of Polish officials to the U.S. was included. Teleconsult of Washington, DC performed the study.

Thermal Power Economical Operation Survey (2002-70062A) - USTDA provided a $531,750 grant to Termoelectrica, the Romanian state-owned thermal power generation company, for a thermal power economical operation survey, which will identify those areas where economic efficiencies can be achieved through investments in control system technology improvements. Black & Veatch of Overland Park, Kansas was competitively selected to perform this study.
Buzau Municipality District Heating (2002-70063A) - USTDA provided a $293,000 grant to the Municipality of Buzau, Romania, to provide funding for a feasibility study on modernizing and repowering the district heating system in Buzau. Beacon Energy was competitively selected to perform this study.
Tender Preparation for Bucharest IT Equipment (2002-70063A) - USTDA is providing a $76,000 grant to the Bucharest Municipality to fund the cost of technical assistance with the preparation of tender documents for the purchase of equipment and software for a Municipal IT system. ARD, Inc. was competitively selected and is providing the technical assistance.
Romania Cable Systems (2001-70066B) - In February 2002, USTDA approved $278,400 to provide technical assistance for three pilot projects with RCS in Arad, Oradea and Bucharest. Pythia International has been selected to perform this study.
Modernizations at Rompetrol's Petromidia Refinery (2002-70011A) - In December 2001, USTDA approved $406,000 for a project with the private oil firm, Rompetrol, to perform several modernizations at the Petromidia refinery, including the HDPE, PET and ETOX facilities. Nexant / ChemSystems has been competitively selected to perform this study.
Petrom's Petrobrazi Refinery (2002-70010A) - In November 2001, USTDA approved $154,000 for a feasibility study to examine the technical and economic viability of installing a new alkylation unit at Petrom's Petrobrazi refinery. STRATCO Inc. was competitively selected to conduct this feasibility study.
Petrom's Arpechim Refinery (2002-70009A) - In November 2001, USTDA approved $341,000 for a feasibility study to examine plans to expand the ethylene and polyethylene production at Petrom's Arpechim Refinery in Pitesti, Romania. Stone and Webster was competitively selected to perform this feasibility study.
IT Infrastructure for the Ministry of Labor and Social Solidarity (2002-70008A - In January 2002, USTDA approved $149,750 for a feasibility study to modernize the Information Technology (IT) infrastructure of the Romanian Ministry of Labor and Social Solidarity (MLSS). This project will be carried out by the Meta Group, a U.S. based consulting firm that submitted the proposal. This project will begin in spring 2002.
Enhancement of Filitelnic Gas Field (2002-70004A) - USTDA provided Romgaz with a $239,760 for a feasibility study on methods to enhance the declining gas production levels at the Filitelnic gas field, located in the Transylvania Basin. Gaffney, Cline & Associates was competitively selected to carry out this study.
Petromidia CALM Buoy Installation (2001-70069A) - In fall 2001, USTDA approved $297,270 for a feasibility study to develop technical specifications of two Catenary Anchor Leg Mooring (CALM) buoys at the Rompetrol Petromidia Refinery near Constantza, Romania. Rompetrol has competitively selected the U.S. firm, DMJM & Harris, Inc., to perform this study.
DESWAT Abatement and Control of Water Disasters (2001-70068B) - In fall 2001, USTDA approved $371,000 for a feasibility study on the Destructive Waters (DESWAT) project in Romania. The Romanian Ministry of Waters and Environmental Protection is the Grantee for this project. Burgess & Niple was competitively selected to perform this project.
Rail Officials Orientation Visit (2001-70055A) - In early October 2001, USTDA will host five delegates from the Ministry of Transport and Romanian Railways on a seven-day visit to Washington, DC, Fort Worth, TX, and Chicago, IL. The delegates will meet with firms and government agencies in order to view firsthand operations within the U.S. rail industry. Decision/analysis partners of Vienna, VA, was competitively selected to arrange this visit.
Petromidia In-Line Blending System (2001-70052B) - USTDA approved $63,136 for a feasibility study on the installation of an automated in-line blending system for Rompetrol's Petromidia Oil Refinery near Constantza, Romania. Rompetrol competitively selected the U.S. firm, FMC Blending & Transfer, to perform this study.
Depogaz Gas Storage (200170040) - USTDA awarded Depogaz s.a. with a $350,000 grant for a feasibility study to analyze the options of expanding its underground gas storage facility. The firm PB-KBB / Fenix & Scisson (Houston, TX) was competitively selected to perform this study.
Strategic Industrial Privatization Assistance (200070024) - USTDA provided the Ministry of Transportation with a $241,250 grant for a privatization advisor to assist in their efforts to manage the Project Management Unit under the auspices of the World Bank. Chemonics was selected under a competitive bidding process.
Constanta Oil Terminal Modernization (9970059) - USTDA awarded S.C. Oil Terminal with a grant for $185,000 for a feasibility study on upgrading and expanding its oil terminal at the port of Constanta. Parsons Energy & Chemicals Group was competitively selected to perform the study, which is now complete.
Truck Upgrade and Maintenance Network Project (9970057) - USTDA awarded Ameridac SRL a $103,000 grant for a feasibility study on providing upgrade kits for the Romanian truck network to comply with new environmental regulations. Ameridac USA is performing and cost sharing the study.
LPG Project (9970022) - LPG Project (#9970022) --- USTDA signed a $344,000 grant with CONEL for a feasibility study on a liquefied petroleum gas (LPG) project to examine the feasibility of building a marine LPG import terminal at the port of Constanta, an LPG pipeline from the terminal to and around Bucharest and propane air injection plants principally at Bucharest. This project is being undertaken and cost shared by consortium led by Energy Transportation Group, Inc. of New York City, NY.
Conel Telecommunications Modernization-In April
1998, USTDA signed a grant to evaluate the
modernization of the Romanian Electricity Company's
(CONEL) telecommunications capacity. By Government decision in July 2000, CONEL was decentralized and the project continued with the firm, Transelectrica, S.A. Teleconsult Inc. initiated work on this study, and KEMA Consulting of Fairfax, VA, completed this study.
Borzesti Rehabilitation Power Project - In July 1998,
USTDA signed a grant with the Ministry of Transports
for a feasibility study on the rehabilitation of the
Borzesti power plant to provide power to the
Romanian railroad. Kamine Romania Development
Corporation will cost share to perform the study.
Maelic Anhydride Project - In July 1998, USTDA signed
a grant with the Romanian company, Chimcomplex
SA, for a feasibility study on the development of a
maelic anhydride line at their existing chemical
facility. The study was cost shared and performed by
Petron Scientech of Pompton Plains, NJ.
Constanta to Trieste, Italy Oil Pipeline - In July
1998, USTDA signed a grant with Concordia Petroliera
for a feasibility study on developing a trans Romania
oil pipeline. The Pipeline would cross Hungary and
Slovenia and end in Trieste, Italy. HLP-Parsons performed the study, which is now available.
Bucharest Independent Power Project - In July 1998,
USTDA signed a grant with Romenergo SA for a
feasibility study on the development of an independent
power project in Bucharest. Black and Veatch
performed the cost shared study.
Public Administration Data Network - In July 1998
USTDA signed a grant with National Commission for
Informatics for a feasibility study on the development
of a interlinked data network for Romania's public
administration offices. The study was competed in the CBD and Teleconsult International was selected. The study is now available in the USTDA library.
Air Pollution Control Project at the Sidex Steel
Plant - In March 1998, USTDA signed a grant with the
Ministry of Industry and Trade for a feasibility study
on developing more stringent air pollution control
systems at the No. 1 BOF shop at the Sidex Steel plant
in Galati, Romania. Paul C. Rizzo Associates performed the study.
SNCFR Telecommunications Market Entry Plan -
USTDA recently provided a $260,500 grant to the
Ministry of Transports for a feasibility study for a
market entry plan for the national railroad company-
SNCFR, into competitive access telecommunications.
TERA performed the study.
Telecommunications Interconnection Framework
Study (97756) - In September 1997, USTDA signed a
grant for $234,800 with the Ministry of
Communications to fund a technical assistance grant
for the development of an interconnection framework.
The study was competed in the Commerce Business Daily (CBD), and WSR Inc. was selected to perform the study.
Rural Telecommunications Pilot (97763) - In
September 1997, USTDA provided a grant of $354,650
for a $704,650 pilot project with the Ministry of
Communications. The pilot will focus on developing a
system for implementation in rural areas of Romania.
The study was competed in the Commerce Business Daily (CBD), and Hughes Network Systems was selected to perform the work.
Galvanizing Sheet Steel Feasibility Study (97724)
- In April 1996, USTDA signed a grant for $290,000
with the Ministry of Industry and Trade in Romania to
contract with Eastern European Steel to perform a
feasibility study to develop a joint venture project at
the Sidex SA steel complex in Galati. The proposed
joint venture would produce galvanized coiled steel
strip. Paul C. Rizzo Associates was selected to perform the study.
Intermodal Transportation Feasibility Study
(96760) - In September 1996, USTDA signed a grant
for $450,000 with the Ministry of Transportation to
study the feasibility of developing an intermodal
transportation center in the port of Constanza. Wilbur
Smith Associates, Inc. performed the study.
Diesel Truck Engine Manufacturing Joint Venture
Assistance (96759) - In September 1996, USTDA
signed a grant of $250,000 for a $527,400 technical
assistance and project preparation work to develop a
joint venture with the Roman Truck Company in
Romania. Navistar performed the work.
Electrolytic Steel Tinning Line (96713) - USTDA
signed a grant for $250,000 with Romania's Ministry
of Industries on the development of an electrolytic
steel tinning line. The line will develop tin plated steel
for the food packaging industry. US Steel Engineers
and Consultants cost shared and performed the study.
Oil and Gas Conference - In October 1995, USTDA
sponsored an oil and gas conference in Houston, TX.
The conference brought over 200 key executives
together with the Romanian President and 30 key
project sponsors. The conference highlighted both
upstream and downstream oil and gas projects for
future U.S. participation.
Spectrum Management Project - In August 1995,
USTDA provided a $171,000 grant to the Ministry of
Communication for a frequency management and
spectrum monitoring project. BR Communications
performed the work.
Minister of Transportation Orientation Visit
(95750) - In July 1995, USTDA sponsored an orientation
visit for the Minister of Transportation and eight of his
top advisors to visit U.S. cities and firms offering
innovative solutions to Romanian infrastructure needs.
Some U.S. firms which participated in this visit were
Caterpillar, Union Pacific, Boeing, Steinman
Engineering, and IBM. The mission included rail,
bridge, aviation, and technology applications.
Oraedea Airport Development (94799) - In
November 1994, USTDA provided a $430,000 grant to
the Ministry of Transport for a feasibility study for the
modernization of the existing Oraedea Airport in
northwest Romania. This will include upgrading the
airport to meet international standards. Post, Buckley,
Schuh & Jernigan completed the study.
Bucharest Metro Rehabilitation (95730) - In
February 1995, USTDA provided a $76,142 grant to the
Ministry of Transportation for the modernization of
the Bucharest Metro's ventilation system. ICF Kaiser
was awarded the contract and the study is now complete.
Automated Railway Ticketing System (95729) - In
January 1995, USTDA approved funding of $257,000 to
the Ministry of Transportation for a equipment
reconfiguration feasibility study/ end user training
grant for an automated railway ticketing system.
Hewlett Packard performed the study/training,
which is now complete.
Border Travel Centers (95731) - In March 1995,
USTDA approved a $128,000 grant for a feasibility study
to evaluate a joint venture project for the development
of five border travel centers. Eurostop Inc. was
awarded this contract, and the project is
complete.
Minister of Communication Orientation Visit - In
March 1995, USTDA approved a grant for an orientation
visit by the Minister of Communication to the United
States to familiarize the Ministry with the capabilities
of U.S. telecommunication companies. Information
Resource Linkage coordinated this visit, which took
place in June 1995.

September 1994, USTDA provided a $225,000 grant to
the Romanian company Boardking for a study on the
development of a paperboard manufacturing plant.

Food for a study on the development of Romania's

modernization of the energy management system of
the electric power grid. Energy & Control Consultants

SLOVAK REPUBLIC
Slovnaft Incinerator Upgrade (2003-70003A) - USTDA provided a $250,000 grant to fund a feasibility study on the upgrade of waste incinerators at Slovnaft. This project is currently being competed on the Federal Business Opportunities website.
Encon Plasma Enhanced Melter (200270037B) - USTDA provided a $149,040 grant to Encon s.r.o. for a feasibility study on a Plasma Enhanced Melter (PEM) for treatment and disposal of low-level radioactive waste. IET, the maker of the PEM, is performing the study and will contribute $223,560 towards the cost of the study.
Outsourcing IT Services Project (200170071A) - USTDA provided a $134,480 grant to the Social Insurance Agency for a feasibility study on outsourcing their IT services. This project is laying the groundwork for a future World Bank loan. KPMG Consulting will undertake this study and will contribute $33,620 towards the cost.
Slovnaft Wastewater Treatment Project (200170061B) - USTDA awarded Slovnaft a.s. with a $300,100 grant for a feasibility study to analyze a proposed wastewater treatment project at its facility. Millennium Science & Engineering performed this feasibility study and contributed $52,500 towards the cost of the study. A final report is now available in the USTDA library.
Vojany Repowering Project (9870051A) - USTDA
approved a $405,000 grant to the Slovak Electricity
Company for a feasibility study to repower and
restructure the Vojany power plant. Parsons is
currently performing the study.
Novaky Repowering Project (9870050A) - USTDA approved a $330,000 grant to the Slovak Electricity Company for a feasibility study to repower and restructure the Novaky power plant. Parsons performed this study. The final report is available from the USTDA library.

USTDA approved a $300,000 grant for a feasibility study
to review modernization plans for polypropylene
production facilities in the Slovak Republic owned by
Slovnaft, a.s. Raytheon Engineers and Constructors

review modernization plans for ethylene production
facilities in the Slovak Republic owned by Slovnaft,
a.s. MW Kellogg of Houston, TX was selected to

approved a $522,000 grant to the Ministry of
Telecommunications for a feasibility study to evaluate
the autosynchronous transmission systems for the
Slovak Telecom network. The Barents Group and

USTDA approved a $347,000 grant to the Ministry of
Economy for a study on the rehabilitation and upgrade

Economy for a study to assess two chemical plants and
a tannery in the Slovak Republic. ICF International
performed the study.
Petrochemical Project (91733) - In February 1993,
USTDA provided a $314,000 grant to the Ministry of
Economy for technical assistance on the modernization of the Slovnaft Refinery. Bechtel performed the study.
Slovak Municipal Waste Management (92767) - In
August 1992, USTDA provided a $70,000 grant to the
Czech and Slovak American Enterprise Fund for a
study to assess a municipal waste project in the Slovak
Republic. Science Applications International
Corporation (SAIC) performed the study.
Power Plant Rehabilitation (92704) - In January
1992, USTDA provided a $455,000 grant to the Ministry
of Economy for a study on the rehabilitation of the
Vojany fossil fuel power plant. Southern Electric
International performed the study.
Natural Gas Pipeline (91757) - In September 1991,
USTDA provided a $400,000 grant to the Ministry of
Economy for a study to evaluate construction of a
natural gas pipeline. Fluor Daniel performed the study.
SLOVENIA
Celje Water/Waste Treatment Feasibility Study
(98700032A) - Ambassador Ely-Rafael signed a $150,000 grant with the Municipality of Celje for a USTDA?supported feasibility study on the modernization and expansion of facilities. Armentrout, Roebuck & Company were competitively selected to perform the study, which is now available.
Flue Gas Desulfurization (93795) - In August 1993,
USTDA provided a $80,000 grant to the Ministry of
Environment and Physical Planning (MEPP) for an
economic and financial assessment of a flue gas
desulfurization study at the Sostanj Power Plant.
Stanley Consultants performed the study.
YUGOSLAVIA
Federal Air Traffic Control Authority (FATCA) Project Management (2002-70031B) - USTDA has approved $190,985 for technical assistance to build capacity in the areas of project management, acquisition management, and engineering management at the Project Management Office of FATCA. The MITRE Corporation of McLean, VA will conduct this work.
Telecom Regulatory Development (2002-70058B) - USTDA has provided a $585,200 technical assistance grant to the European Bank for Reconstruction and Development (EBRD) for a telecom regulatory project. The funds will be used to support the work of a competitively selected U.S. firm, which will assist with the implementation of a modern regulatory framework in telecommunications for Serbia.
Roads Sector Development (2002-70064A) - USTDA provided a $500,000 grant to the Roads Directorate of the Republic of Serbia to examine investments in its road sector. This grant will provide the technical assistance and due diligence for a €76 million road sector loan from the European Bank for Reconstruction and Development (EBRD). Booz-Allen and Hamilton, Inc. was competitively selected to perform this study.
Vranje Water Bottling Project (2002-70045B) - USTDA has approved $78,450 in funding to Ferrum A.D. for a feasibility study to create technical specifications, conduct a market study and assess environmental and geological factors involved with the construction of a water bottling plant in Southern Serbia. Mediatel USA will perform the study and contribute $90,050 towards its cost.
Enterprise Strategy Consultant/Customs (2002-70032A) - USTDA provided a $100,000 grant to fund the work of an Enterprise Strategy Consultant at the Yugoslav Federal Customs Administration. Microsoft Corp. will contribute an additional $100,000 to bring the total project cost to $200,000.
NIS Pancevo Refinery (2002-70047A) - USTDA awarded the Nafta Industrija Srbije (NIS) Pancevo Refinery with a $250,000 grant for work on developing a master plan for the modernization of their refinery. The U.S. firm ABB Lummus Global Inc. will be performing the study and will cost share $94,700 towards its completion.
Hemijska Industrija Pancevo (HIP) Petrochemical Complex (2002-70046A) - USTDA awarded the HIP Petrochemical Complex with a $355,000 grant for work on developing a master plan for the modernization of their petrochemical complex. The U.S. firm ABB Lummus Global Inc. will be performing the study and will cost share $134,500 towards its completion.
Hemijska Industrija Pancevo (HIP) Azotara Fertilizer Complex (2002-70036B) - USTDA awarded the HIP Azotara Fertilizer Complex with a $55,000 grant for work on an energy and utility systems integration project. The U.S. firm ABB Lummus Global Inc. will be performing the study and will cost share $20,800 towards its completion.
EBRD Working Capital/Chemicals (2002-70033A) - USTDA has provided $300,000 to assist the European Bank for Reconstruction and Development (EBRD) in examining investments in the chemicals/oil&gas; sectors in Yugoslavia. A U.S. firm will be selected to perform due diligence on potential EBRD investments.
REGIONAL PROJECTS
Constanta to Trieste Pipeline (2002-70018B) - USTDA provided a $202,000 grant to the Croatian Ministry of Economy to provide funding for a feasibility study on the construction of an oil pipeline from Constanta, Romania to Pancevo, Serbia; Omisalj, Croatia; and Trieste, Italy. HLP-Parsons will serve as contractor for this work and will contribute an additional $100,867 towards the cost of the study.
Baltics CNS/ATM (200170021) - USTDA provided a grant worth $650,000 for Latvijas Gaisa Satiksme to analyze civil navigation service/air traffic management for Latvia, Lithuania and Estonia. DORS International was competitively selected and is undertaking this study.
SBDI Regional Traffic Analysis Counting
Equipment (9970016) - As a part of the South
Balkan Development Initiative (SBDI), USTDA is
providing $1 million for the procurement of traffic
analysis counting equipment to be shared between
Albania, Bulgaria and FYR Macedonia. The
equipment would aid accurate traffic monitoring,
safety, maintenance and resource planning for
Corridor 8, as well as strengthen applications for
financing road projects. The project will be completed in Fall 2000.
SBDI Regional Highway Mobile Laboratory
Equipment (9970010) - As a part of the South
Balkan Development Initiative (SBDI), USTDA is
providing $1 million for the procurement of highway
mobile laboratory equipment to be shared between
Albania, Bulgaria and FYR Macedonia. The
equipment is necessary to measure, test, and assure the
condition and quality of highway surfaces along
Corridor 8, thereby increasing the longevity of
corridor highways. William H. Hennessey has been
contracted to define equipment to be procured for the
mobile laboratory. Equipment was delivered in November 2000.
Power and Surface Transportation Conference
(96901) - USTDA sponsored an event highlighting
opportunities for US exporters on power and transport
projects under consideration at the EBRD and the
World Bank. The event covered both CEE and NIS
projects, and took place May 14-15, 1996 in St. Louis.
The Institute for International Education organized the
event for USTDA.
East-West Corridor Economic Feasibility Study
(96729) - Under the South Balkan Development
Initiative, USTDA is providing $200,000 to partially fund
a $300,000 feasibility study on the east-west corridor
between Albania and Bulgaria. Bechtel is sharing the
costs of this study, and was selected to perform the
work. The final report is available from NTIS through
the USTDA library.
Baltic Electric Power Grid (94788) - In June 1994,
USTDA provided a $570,000 grant to Electrotek
Concepts for a study on the development of the
electric power grid control systems in Estonia, Latvia,
and Lithuania. A majority of the study was completed
in November 1996.
World Bank and EBRD Consultant Trust Funds
(ongoing) - Established to finance the fees of U.S.
consultants for design and appraisal consultancies for
prospective Bank financial projects.
