I would like to put the following observation and recommendation on record:

1. In light of the FTC's reluctance to be an educator who bridges the need of Telemarketing victims to the solutions from private sector due to the policy against referrals, the recommendation to contact the DMA, http://www.ftc.gov/bcp/conline/pubs/tmarkg/target.htm appears to be a rather inconsistent practice.
   
2. However, rather than throttling back from the referral to the DMA, Avinta would urge the Commission to expand the above to include Avinta's suggestion for providing a more general referral service to the public.
