Curtis (Curt) L. Coy was appointed the Deputy Assistant Secretary for Administration for the Administration for Children and Families (ACF) on October 6, 2002. Prior to his appointment, he served briefly as the Deputy Assistant Secretary for Management at the Administration on Aging and for two years as the Director of the Program Support Center (PSC) at the Department of Health and Human Services. The Deputy Assistant Secretary for Administration is responsible for exerting corporate leadership to ensure the success of the business aspects of the Administration's mission. Mr. Coy serves as ACF's Chief Financial Officer (CFO), Chief Information Officer (CIO), Chief Grant Officer, FMFIA Management Control Officer, and Deputy Ethics Officer. In addition to providing the highest quality advice and service to the Assistant Secretary concerning grants, finanical and human resources, systems management and administrative services, Mr. Coy oversees a staff of approximately 125 who carry out contract management, grants policy, financial management, internal and state systems, human resources and administrative functions.

Since his return to government service in 2000, Mr. Coy has served in several other capacities, including: a member of the Senior Executive Service (SES, Level VI) and the Office of Personnel Management Quality Review Board, the National Cooperative Administrative Support Units (CASU) Board of Directors, the Surgeon General´s Policy Advisory Board, the HHS Service and Supply Fund Board of Directors, the HHS Awards Board, the HHS Minority Initiatives Steering Committee and Approving Official of the Board for Correction of Public Health Service Commissioned Records. In the summer of 2002, he was awarded the Surgeon General’s Medallion, one of the highest awards to a civilian, for his work with the U.S. Public Health Service Commissioned Corps.

During his six years at PricewaterhouseCoopers, Mr. Coy successfully managed such projects as organizational assessments, customer service standards of excellence, performance measurement and benchmarking, balanced scorecard, outsourcing/privatization, activity based management and business case analysis. His clients included: the Central Intelligence Agency, Defense Logistics Agency and several of its field activities, Naval Supply Systems Command and its field activities, the Department of Energy, the National Imagery and Mapping Agency, the U.S. Naval Academy, the U.S. Military Academy, the Commonwealth of Virginia General Services Administration and Department of Transportation, Virginia Tech University, and AT&T.

Prior to consulting at PricewaterhouseCoopers, Mr. Coy was a career Naval Officer retiring from the Navy as a Commander in the Supply Corps in 1994. Mr. Coy began his military career as an enlisted service member in the Air Force. He applied for and received an appointment to the U.S. Naval Academy class of 1975. Upon graduation from the Academy he served aboard the USS John R. Craig (DD885) as a Surface Warfare Officer, subsequently moving to the USS Fanning (FF1076) where he served in the same capacity. Mr. Coy later applied for and was selected as one of only 19 officers to be transferred to the Navy Supply Corps where he initially served as Supply Officer onboard the USS Waddell (DDG24). During that time he made two operational deployments to the Western Pacific in support of the Battle Group supporting U.S. operations during the Iranian Hostage Crisis. He later became the Supply Officer of the Naval Ordnance Station in Indian Head, Maryland. While there he was selected to attend the Naval Postgraduate School where he attained his masters´ degrees in Acquisition/Contracting Management and Materiel Logistics Support. Upon receiving his graduate degrees, Mr. Coy was assigned to the Naval Air Systems Command where he served as both the Deputy Contracting Officer and Business/Financial Manager for the Navy's largest aviation program. Toward the end of his Naval career, Mr. Coy returned to his beginnings, serving as the Midshipman Store and Services Officer for the Naval Academy and was subsequently promoted to the Assistant Supply Officer of a 700 person department overseeing all supply related matters for the Brigade of Midshipmen and Naval Academy.

A decorated Navy veteran, Mr. Coy completed his career at the Naval Supply Systems Command in Washington, D.C. with the following awards: three Navy Meritorious Medals, Navy Commendation Medal, two Navy Achievement Medals, Navy Unit Commendation Medal, Navy Meritorious Unit Commendation, Navy "E," Air Force Good Conduct Medal, Navy Expeditionary Medal, two National Defense Medals, Armed Forces Expeditionary Medal, three Sea Service Deployment Ribbons, Air Force Basic Training Ribbon, Air Force Marksmanship Ribbon, Navy Expert Rifle Medal, and Navy Pistol Sharpshooter Ribbon.

A strong believer in higher education, Mr. Coy also serves as an Adjunct Associate Professor for the University of Maryland University College (UMUC) Graduate School of Management and Technology where he teaches a course in acquisition and materiel management. He has also been a guest lecturer at the Naval Postgraduate School and has been selected for the International Who's Who of Professionals, Who’s Who in America and Who's Who Historical Society. Mr. Coy's professional activities include being designated a Fellow for "significant and outstanding contributions in the field of contract management" by the National Contracts Management Association (NCMA). A Certified Professional Contracts Manager (CPCM), Mr. Coy is a past Chairman of the NCMA National Committee for CPCM Recognition and past chapter president. He also served as a member of the Charles County, Maryland Board of Economic Development.

A native of Maryland, Mr. Coy and his wife, the former Denise MacDonald Carter of Lexington, Kentucky, reside in Annapolis, Maryland. They have four children between them: Bryan Carter, who is married with twin grandbabies living in Lexington; Jaime Coy, a graduate of Radford University and consultant at Vocus Inc.; Matthew Coy, a Naval Officer and Academy graduate; and Justin Carter, a college student.
