Hugh Galligan

Regional Administrator, Region I (Boston)

Hugh Galligan is Regional Administrator for the Administration for Children and Families in Boston, Massachusetts. He brings more than 30 years of experience and accomplishments in public administration at the State and Federal levels to this position.

As Regional Administrator, Galligan oversees the ACF Federally funded programs dealing with children, youth, families and communities. Our grantees include state agencies as well as over 100 head start grantees in the 6 New England States. He has worked extensively to provide leadership, and develop partnerships at the community, state, and Federal levels to ensure that ACF's programs work well and achieve positive outcomes for children, youth, and families.

Galligan has held this position since 1991. He is also the lead Regional Administrator for ACF's National Fatherhood Initiative. As such, he plays a key role in helping ACF and its partners understand that helping fathers, in particular low-income, non-resident fathers accept their responsibilities to provide financial and emotional support for their children. This is central to our self-sufficiency mission and our goal of ensuring the healthy development and well-being of children. Galligan has partnered with state and local agencies, private organizations, practitioners and policy makers to design policies and implement and fund program services that encourage responsible fatherhood.

Galligan holds a Masters degree in Public Administration from Northeastern University
