Developed by leaders in the IV-D community, including state, local, tribal,
and Federal partners, this plan updates the Strategic Plan from fiscal years
2000-2004, reflecting changes in the child support enforcement program over
the last five years.

Grants for Child Support Development Projects Awarded
HHS’s Administration for Children and Families today announced the awarding of over $1.4 million in grants to thirteen state
and non-profit organizations to advance the performance of the nation’s child support enforcement system.

ACF Announces Grant Availability for Healthy Marriage Resource Center
The Administration for Children and Families has announced a request for proposals to create a Healthy Marriage Resource Center.
The Healthy Marriage Resource Center will serve as a national repository and distribution center for information and research on
healthy marriages for educator, practitioners, organizations, couples and individuals. After the grant is awarded, the center
will provide materials and resources to individuals, couples and organizations interested in developing or accessing locally-run
healthy marriage programs. |

HHS Issues Final Rule on Funding Tribal Child Support Enforcement Programs
The Administration for Children and Families announced today the publication of a new
regulation to implement direct child support enforcement program funding to federally
recognized Indian tribes and tribal organizations. The regulations carry out provisions
of the 1996 welfare reform law as amended by the Balanced Budget Act of 1997, which for
the first time provided the option of direct funding of tribal child support enforcement
programs.

SUMMARY: ACF is issuing final regulations to implement direct
funding to Indian Tribes and Tribal organizations under section 455(f) of the
Social Security Act (the Act). Section 455(f) of the Act authorizes direct
funding of Tribal Child Support Enforcement (IV-D) programs meeting
requirements contained in the statute and established by the Secretary of HHS
by regulation. These regulations address these requirements and related
provisions, and provide guidance to Tribes and Tribal organizations on how to
apply for and, upon approval, receive direct funding for the operation of
Tribal IV-D programs.

HHS's "Heller A Federal Computer Week Top "Federal 100" Executive

Computer Week on Tuesday, March 16, 2004
Federal Child Support Enforcement Commissioner Sherri Z. Heller, Ed.D.,
has been recognized by Federal Computer Week as one of the trade paper's
top"Federal 100" executives for 2003. The annual award,
chosen by an independent panel of judges, is presented to top executives
from government, industry and academia having the greatest impact on the
government information systems community. According to the paper, the
awardees are chosen for the “difference (they) make in the way agencies
and companies develop, acquire, manage and use information technology.” |

This correction notice was published in the
Federal Register on Tuesday, September 9. It makes two editorial changes to
the final technical corrections regulation that was published in the Federal
Register on May 12. These changes do not have any impact on policy or
