HHS Secretary Tommy G. Thompson today announced new guidance to state child support enforcement agencies in working with custodial parents and guardians who wish to use private collection agencies to assist them in the collection of child support.

Carrying out a new step in President Bush’s Faith- and Community-Based Initiative, the U.S. Department of Health and Human Services today announced proposed regulations to clarify the rights and requirements for religious organizations that use HHS funds in delivering services to needy Americans.

Quanah Crossland Stamps has been sworn in as commissioner of the Administration for Native Americans, a federal agency that promotes the goal of social and economic self-sufficiency of American Indians, Alaska Natives, Native Hawaiians, Native Samoans and other Native American Pacific Islanders.

11/25/02 - HHS Selects 10 Communities for Urban Partnership Initiative
HHS Secretary Tommy G. Thompson today announced the selection of 10 major metropolitan areas that will participate in HHS’ Urban Partnership Initiative -- a new effort designed to help communities that continue to have relatively high concentrations of welfare recipients.

HHS Secretary Tommy G. Thompson announced today that the number of people receiving assistance under the Temporary Assistance for Needy Families (TANF) program declined between December 2001 and June 2002.

10/23/02 - HHS Awards $4 Million to Improve Opportunities for Adoption
HHS Secretary Tommy G. Thompson today announced about $4 million in awards to 13 organizations to help eliminate barriers to adoption for children with special needs. The awards are part of the Adoption Opportunities Program.

10/4/02 - HHS Awards $100 Million in Bonuses to States for Reductions in Out-Of-Wedlock Births
HHS Secretary Tommy G. Thompson today announced the awarding of $100 million in bonuses to four states, the District of Columbia and the Virgin Islands for achieving the nation's largest decreases in out-of-wedlock births between 1997 and 2000.

9/24/02 - HHS AWARDS $17.5 Million in Bonuses to States for Increasing The Number of Adoptions of Foster Children
HHS Secretary Tommy G. Thompson today announced nearly $17.5 million in bonuses paid to 23 states and Puerto Rico for increasing the number of children adopted from state-supervised foster care in fiscal year 2001.

9/24/02 - Census Bureau's Poverty Statistics Makes The Case for Passing Welfare Reauthorization Legislation
Today, the Census Bureau released data on poverty and income for calendar year 2001. The data released today indicates that the overall poverty rate in 2001 was 11.7% with child poverty at 16.3%.

9/18/02 - ACF Awards $22 Million to Denver's Adoption Exchange Association to Operate Adoptuskids Website
The Administration for Children and Families (ACF), within the U.S. Department of Health and Human Services (HHS), today announced that the Adoption Exchange Association (AEA) in Denver will run AdoptUSKids, a website created to increase adoption by linking children in foster care with potential adoptive families across the country.

8/08/02 - HHS Releases $100 Million in Emergency Energy Assistance to States Hit Hardest by Summer Heat
HHS Secretary Tommy G. Thompson announced today that President Bush will direct HHS to release $100 million in Low Income Home Energy Assistance Program (LIHEAP) emergency funds for 33 states and the District of Columbia, which have been much hotter than normal this summer.

7/23/02 - HHS, National Adoption Center Launch Internet Adoptions
The Department of Health and Humans Services (HHS) and the National Adoption Center today launched a new Web site, called AdoptUSKids, to increase adoption opportunities for foster care children.

7/2/02 - HHS Awards $200 Million in Bonus Payments to States for Leadership in "Welfare to Work"
HHS Secretary Tommy G. Thompson today announced $200 million in bonus payments to states which performed best in helping welfare recipients move toward employment in fiscal year 2000. Secretary Thompson also announced more than 931,000 welfare recipients new jobs during the fiscal year 2000 performance year.

6/3/02 - Study Shows Positive Results from Early Head Start Program
HHS Secretary Tommy G. Thompson today released results of a seven-year national evaluation of the federal Early Head Start program showing that 3-year-old children completing the program performed better in cognitive and language development than children not participating in the program.

5/21/02 - No Increase in National Welfare Caseload, HHS Reports
HHS Secretary Tommy G. Thompson today announced that the number of people receiving assistance under the Temporary Assistance for Needy Families (TANF) program declined slightly between October 2001 and December 2001, the latest reporting period in which individual state figures are available.

4/19/02 - Year 2000 Child Abuse and Neglect Findings Released
The Administration for Children and Families today released national statistics on child maltreatment for 2000, showing a small one-year increase in confirmed reports of maltreatment but indicating that instances of child abuse and neglect remain about 20 percent lower than the peak years of 1993 and 1994.
