WASHINGTON -- The Department of Commerce is seeking public comment on the proposed revision of a regulation designed to ensure the availability of the country’s industrial resources in case of a national emergency.
In a Federal Register Notice (62 FR 51389-51397), October 1, 1997, the department said it proposed to revise the Defense Priorities and Allocations System (DPAS) regulation (15 CFR 700) by updating, modifying, or clarifying a number of its provisions, thus making it more effective and efficient in the post-Cold war era. The Department will consider public comment on the proposed revisions and on any other DPAS provisions.
DPAS implements the priorities and allocations authority of Title I of the Defense Production Act of 1950, as amended, and the priorities authority of Section 18 of the Selective Service Act of 1948, as amended, as these authorities pertain to industrial resources. It can also be used to support civil emergency preparedness programs under Title VI of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
