Command Sergeant Major John J. Leonard Jr. is the first Senior Enlisted Advisor assigned to the Office of the Chief, National Guard Bureau. He is responsible for advising the Chief, National Guard Bureau on enlisted affairs of the 457,000 soldiers and airmen of the Army and Air National Guard.

Prior to his current assignment, Command Sergeant Major Leonard served as the Senior Enlisted Advisor to the Assistant Secretary of Defense for Reserve Affairs, The Pentagon, Washington, DC, from 20 November 2000 to 31 October 2003. Prior to his assignment to the Assistant Secretary of Defense's Office he served as the Command Sergeant Major of the Army National Guard.

Command Sergeant Major Leonard enlisted in the U.S. Marine Corps in 1965 and served in Vietnam from 1966 to 1967. He transferred to the U.S. Marine Corps Reserve in 1969 and joined the Maine Army National Guard in 1972 as a helicopter crew chief in the 112th Medical Company (Air Ambulance), Bangor Maine. He held various subsequent positions including Maintenance Section Sergeant, Senior Instructor at the Maine Military Academy, Operations Sergeant Major, Troop Command, and Command Sergeant major, 286 Supply and Service Battalion. He was appointed as the State Command Sergeant Major in October 1988. In 1990 he was ordered to active duty and served in Southwest Asia as the Command Sergeant Major of the 286th Supply and Service Battalion from November 1990 to December 1991 and returned to Maine as the State Command Sergeant Major.

Command Sergeant Major Leonard earned his Bachelor of Science degree from Husson College in Bangor, Maine. He is a graduate of the U.S. Army Sergeants Major's Course as well as numerous Infantry, Aviation, Safety, and Leadership schools.

Command Sergeant Major Leonard's military decorations are the Defense Superior Service Medal, Legion of Merit with one bronze oak leaf cluster, the Purple Heart with Gold Star, the Meritorious Service Medal, the Air Medal (14th award), the Army Commendation Medal with 3 bronze oak leaf clusters, the Army Achievement Medal with one bronze oak leaf cluster, the Combat Action Ribbon, the Army Good Conduct Medal 3 awards, the Marine Corps Good Conduct Medal, the Army Reserve Components Achievement Medal with one silver oak leaf cluster, the National Defense Service Medal with 2 bronze service stars, the Vietnam Service Medal with three bronze service stars, the Southwest Asia Service Medal with 2 bronze service stars, the Humanitarian Service Medal, the Armed Forces Reserve Medal with M device and gold hourglass device, the Noncommissioned Officers Professional Development Ribbon with the bronze numeral 4, the Army Service Ribbon, the Army Reserve Components Overseas Training Ribbon with bronze numeral 3, the Republic of Vietnam Campaign Medal with 1960 device, the Kuwait Liberation Medal, the Navy Presidential Unit Citation, the Joint Meritorious Unit Award, the Army Superior Unit Award, the Republic of Vietnam Gallantry Cross Unit Citation with gold palm, the U.S. Army Master Aircraft Crewman Badge, the Navy Combat Aircrew Badge with 3 stars, the Department of Defense Staff Identification Badge and the Army Staff Identification Badge.

His membership in professional and civic organizations include the Noncommissioned Officers Association, Association of the United States Army, Enlisted Association of the National Guard of the United States, Maine Historical Society, American legion, Veterans of Foreign Wars, American Military Society, The Retired Enlisted Association and the Military Order of the Purple Heart.
