Theresa A. Flaim

Senior Vice President, Strategic Planning and Analysis
Theresa A. Flaim, Ph.D., joined TVA in June 2002
as TVA’s first
Senior Vice President of Strategic Planning and Analysis. She is
responsible for developing
strategies related to the ongoing competitive restructuring of the electric
utility industry. Her focus is on regulatory and pricing reform, industry restructuring,
and competitive market assessments to help TVA develop its strategic business
plan.
Prior to joining
TVA, Flaim served for nine years as Vice President of Strategic Planning
at Niagara Mohawk. In that position, she led the development of business
and regulatory strategy and the evaluation
of competitive market conditions for the Syracuse, New York-based power corporation.
Other positions at Niagara Mohawk include manager of the Gas Rates and Integrated
Resource Planning Department and director of Electric Demand Side Planning.
She has also held
positions at the Solar Energy Research Institute
and the Los Alamos National Laboratory.
Flaim is nationally
recognized as an expert on the electric-power industry and has written
more than 90 articles, reports, and conference
presentations. She has also testified before the New York State Public Service
Commission in 11 separate regulatory proceedings.
She has a doctorate
and master’s degree in resource economics from Cornell University
and a bachelor’s degree in history from the University of Missouri-Columbia.
