OF THE STUDY. DUTIES Serves as the
full deputy and alter ego to the Chief Information Officer (CIO) for the
Office of Justice Programs (OJP), reporting to the CIO who reports, in turn,
to the Assistant Attorney General (AAG). Assists the CIO in fostering the
effective and efficient identification, acquisition, and application of
information technology (IT) solutions to enhance the execution of OJP
functions, operations, and activities, including both internal performance
and service to the public. Provides
advice, guidance, and assistance to the CIO in formulating and articulating
OJP's policies regarding, positions concerning, and responses to current,
emerging, or anticipated IT developments and their applicability to OJP.
Relieves the CIO of day-to-day management concerns, allowing the CIO to focus
mainly on strategic and representational issues. As assigned or in the CIO's
absence or unavailability, represents OJP before the Department and external
agencies and organizations in addressing IT issues, opportunities, and
challenges. Performs the
administrative and human resource management functions relative to the staff
supervised. Plans and schedules on-going workload assignments. Sets and
adjusts work to be accomplished by subordinates; adjusts program and project
priorities; and prepares schedules for work completion. Assigns work to
subordinate staff based on priorities, with consideration of the difficulty
and requirements of assignments, and the capabilities of employees.
Establishes guidelines and performance expectations for staff members, which
are communicated through the formal employee performance management system.
Provides informal feedback and periodically evaluates employee performance.
Provides advice, counsel, and/or instruction to staff members on both work
and administrative matters. Interviews candidates for positions to be filled
in the organization; recommends or approves appointments, selections, or
reassignments to positions appropriate to the selection authority delegated.
Effects disciplinary measures as appropriate to the authority delegated in
this area. Carries out Equal Employment Opportunity (EEO) policies and
program activities. KNOWLEDGE, SKILLS AND ABILITIES Ability to
lead, guide, and direct an organization of IT professionals, support staff,
and contractors. Advanced oral
and written communication skills. Ability to
plan, organize, and direct large-scale, long term, IT development or
enhancement projects, from conceptualization through evaluation. Demonstrated
expert-level technical knowledge of IT, including in-depth expertise in one
or more of the recognized IT specializations (e.g., systems analysis;
telecommunications, programming, security, etc.) and knowledge of the overall
relationships among IT specializations. ADDITIONAL REQUIREMENTS Ability to
plan, organize, and direct large-scale, long term, IT development or
enhancement projects, from conceptualization through evaluation. Applicants

REQUIRED Qualifying
experience for the GS-15 level includes one year of specialized experience at
least equivalent to the GS-14 level. Specialized experience is experience
that equipped the applicant with the particular knowledge, skills, and
abilities to perform the duties of the position successfully. Examples of
specialized experience include experience analyzing a number of alternative
approaches when advising management concerning major aspects of IT system
design. The experience demonstrates accomplishment of computer project
assignments requiring knowledge of computer requirements and techniques
pertinent to the position to be filled.
OTHER SIGNIFICANT FACTS Selectees may

Unit Status: Not eligible. Time-in-grade
requirements must be met by the close of this announcement. TIME-IN-GRADE
REQUIREMENT: Status applicants for promotion must have 52 weeks of service at
the next lower grade. Status
