of the National Institute of Justice (NIJ) is to advance scientific research,
development, and evaluation to enhance the administration of justice and
public safety. NIJ provides objective, independent, evidence based knowledge
and tools to meet the challenges of crime and justice, particularly at the
State and local levels. The incumbent
serves as a Program Manager in the Research and Technology Development
Division of the Office of Science and Technology and is responsible for
planning, testing, monitoring, and reporting activities related to NIJ/OST
technology research and development grants and studies concerning law
enforcement; corrections/security operational problems; less-lethal weapons;
weapon and contraband detection technologies; critical incident management
and forensic systems, technologies, products, and applications. The incumbent
may be involved in a variety of task forces, panels, committees, and
conferences to coordinate funded grants and research operations. DUTIES Provides
technical management, development, or guidance on contracts, grants,
proposals, and cooperative agreements, including international partnerships, documentation
requirements, problem reports, and troubleshooting plans. Monitors and
evaluates contractors, university personnel, or industry contacts to ensure
performance complies with agreed-upon procedures and project needs, and that
study or product conforms to specifications and requirements. Coordinates
with interdisciplinary teams from diverse industries, government agencies,
non-profit organizations, and university groups on experiments, design and
testing, analytical and computer work, and technical support. Identifies
methods and procedures to conduct operations research studies, making
adjustments in methods and procedures as appropriate. Selects specific
studies and determines data sources. Recommends or determines appropriate
study methods and procedures. Provides
advice and guidance when technical interpretation, opinion, or decisions are
solicited. Consultations involve assessment of operations research design,
modification, evaluations, specifications, and limitations, or personnel
training. Prepares
written and oral reports, answers questions, and makes suggestions and
recommendations for inclusion in comprehensive reports of study findings.
Prepares a wide variety of charts, graphs, manuscripts, spreadsheets, etc.,
to report on study results. KNOWLEDGE, SKILLS AND ABILITIES (The KSAs below may not apply at all
grades) Ability to
meet and deal with others. Ability to
communicate in writing. Ability to
plan, conduct, and evaluate studies. Ability to
conduct operations research studies and projects. QUALIFICATIONS
REQUIRED Grade 12:
BASIC REQUIREMENTS Applicants
must show successful completion of a full four-year course of study in an
accredited college or university leading to a bachelor's or higher degree in
operations research; or at least 24 semester/36 quarter hours in a
combination of operations research, mathematics, probability, statistics,
mathematical logic, science, or subject matter courses requiring substantial
competence in college-level mathematics or statistics. At least 3 of the 24
semester/36 quarter hours must have been in calculus. ADDITIONAL
EXPERIENCE REQUIREMENTS FOR NON-RESEARCH POSITIONS In addition
to meeting the basic entry qualification requirements, applicants must have
one (1) year of specialized experience equivalent to at least GS-11. Specialized
experience is experience which is in or related to the line of work of the
position to be filled and which has equipped the applicant with the specific
knowledge, skills, and abilities to successfully perform the duties of the
position. ADDITIONAL
EXPERIENCE AND EDUCATION REQUIREMENTS FOR RESEARCH POSITIONS In addition
to meeting the basic entry qualification requirements, applicants must have
had either specialized experience and/or directly related education in the
amounts shown below. Education and experience may be combined to meet the
total experience requirements. 1. The
applicant must have completed a Ph.D. or equivalent doctoral degree when the
position involves primarily scientific inquiry or investigation, or
research-type exploratory development of a creative or advanced scientific
nature, where the knowledge required to perform the work successfully is
typically and primarily acquired through graduate study. OR 2. The applicant
must have one (1) year of specialized experience equivalent to at least
GS-11. Specialized
experience is experience which is in or related to the line of work of the
position to be filled and which has equipped the applicant with the specific
knowledge, skills, and abilities to successfully perform the duties of the
position. Grade 13:
