Assessment of Catastrophic Events Center (ACECenter)

HPAC /C-J MEA Training Schedule
(2004)

DTRA has established a Consequence Assessment software-training program consisting of monthly courses conducted at DTRA facilities in Alexandria, Virginia, limited Mobile Training Team (MTT) activities and Web-based courses. During the 7-day schedule, Hazard Prediction and Assessment Capability (HPAC) training begins on Tuesday and ends on Friday. C-J training begins the following Monday and ends on Wednesday. Classes are held in a training facility with appropriate computers and software. There are no costs to students other than those incurred by TDY (travel and lodging) to our facilities. MTT's are conducted throughout the world based upon available resources. User groups are responsible for providing a facility that can support training and optimize student-instructor ratios. Web-Based Instruction (WBI) provides HPAC training for licensed HPAC users. It is available at the ACE Center Web site.

The HPAC 4.0 Basic Course introduces the inputs, processes and outputs used by HPAC including capabilities and limitations, weather and incident editors. It also describes standard weapon agents, hazard terminology and human effects for chemical, biological, nuclear and radiological sources, as well as weather. It provides scenarios and step-by-step operations to create hazard footprints and analysis of the hazard event. Pre-requisites include fundamental computer skills and submission of a Pre-Training Questionnaire.

The HPAC 4.0 Advanced Course contains a brief review of the HPAC basic course and builds a more technical skill set. It offers a detailed understanding of creating, analyzing and briefing HPAC hazard scenarios. This course integrates HPAC output with other software programs and highlights output analysis. The pre-requisites of this course are HPAC 4.0 Basic Course understanding and an Advanced Skills Assessment Test completed and submitted prior to class.

The HPAC 4.0 Executive Course is designed for senior decision-makers to understand HPAC capabilities, plume outputs and analysis. It also teaches HPAC modeling for course of action development planning, crisis action and forensic analysis. This course is specifically designed for military decision-makers in the grade of 0-6 or equivalent and above. Pre-requisites include fundamental computer skills and a submission of a Pre-Training Questionnaire. This course is scheduled on an "as needed" basis.

The CATS-JACE (C-J) v1.0 Basic Course introduces software that combines all of the PC-based capabilities associated with Consequence Assessment Tool Set (CATS) with the web-based capabilities associated with the Joint Assessment of Catastrophic Events (JACE). It illustrates a comprehensive package of hazard prediction models, casualty and damage assessment tools and population and infrastructure data for many applications. The class also instructs on the geographical information system (GIS) ArcView®, and the wide range of geo-referenced material C-J can use. This course is follow-on to the HPAC Basic Course, so the pre-requisites are the same as for HPAC Basic.

The CATS 4.60 Natural Hazards Course is offered twice a year, in February and May. It is specifically designed for WMD-Civil Support Team modelers and first responders who must plan for and respond to natural disasters such as earthquakes, storm surges, and hurricanes. This course provides students with an understanding of the CATS Natural Hazard suite and how to use such models to produce infrastructure and population at risk estimates. This instruction also teaches how to access and sort database information necessary to facilitate an efficient and timely response to the disaster. The prerequisite for this training is the HPAC v4.0.1 and/or C-J v1.0 Basic Course.

The Mobile Training Team Course content can mirror courses provided at DTRA or can be "tailored" for the target users. Needs for MTT's should be identified and coordinated several months in advance. While user needs are paramount, schedule adjustments may be necessary to maximize training in the same theater or area. The goal is to be as responsive as possible to organizations in the field but resources are limited. Cost-sharing measures must be examined with many MTT's.

HPAC Web-Based Instruction (WBI) offers a series of courses through the ACE Center Web site for licensed HPAC users. WBI HPAC training consists of software simulations that guide the student through the lessons using a training program that performs like HPAC. WBI HPAC courses include a Basic Course, Basic Course Electives, an Advanced Course and Refresher Training. Licensed HPAC users can access and complete the WBI request form through the ACE Center Web site. The course administrator will email the student the Web address, a user name and a password for the Learning Management System within a few days.

  • Please note- Class will begin promptly at 0830 each morning unless you are otherwise notified. NOTE: the first day of HPAC training will begin at 0900.
  • Class will dismiss at 1700 hrs daily.
  • You will be given several breaks throughout the day to stretch and an hour for lunch.
