Powell Jerusalem April 14, 2002 QUESTION: Mr. Secretary, do you think that Arafat, who encourages the terror, can be a partner to a peace process? SECRETARY POWELL: Well, we're working on a peace process where we're trying to see if we can find a way out of the crisis. I look forward to speaking with the President.
