  • A directive is a written communication that prescribes or establishes policy, organization, methods, procedures, requirements, guidelines, or delegations of authority. It also provides information essential to the administration or operation of the FHWA. All directives are written in plain language according to the general writing and formatting guidelines in FHWA Order H 1321.1B, FHWA Directives Management Program Handbook, dated April 10, 2000.

    Policy memorandums are official FHWA issuances that establish new and/or revised policy and guidance for implementing the requirements related to FHWA's programs.
