• Small Refiner Administrative Fee (65 FR 57771--September 26, 2000)
  Summary:  Proposed rulemaking.  The Minerals Management Service (MMS) proposed to eliminate the fees it recovers from small refiners participating in the small refiner royalty-in-kind (RIK) program.  MMS believes that the fees are no longer justified under the requirements of Office of Management and Budget (OMB) Circular No. A-25.  Comments must be submitted on or before November 27, 2000.
