Certificate Programs

FMS Treasury is a recognized financial leader in federal accounting and reporting. Who better to certify your financial management skills?

Treasury certificates allow you the unique opportunity to receive certification from a major federal regulative agency. Treasury provides leadership and direction to federal agencies on a variety of financial management matters.

With Treasury certificates, you are marketable to all federal agencies who prepare and submit federal financial reports. Your knowledge and understanding of Treasury and related requirements is documented and your portfolio of skills is unparalleled!

The Certificates:

Each Certificate offers:

  • Skills-based training in Treasury program topics and reporting systems
  • Practical exercises and case studies to apply course concepts
  • Examinations which test and validate participant knowledge upon completion of training
  • Certificate of Completion for each training course
  • Certificate of Accomplishment upon successful completion of the certification examination
  • Annual refresher training with updates for technical requirement and systems enhancements to maintain certification

Anyone may enroll in individual courses in these programs without applying for the certificate.


The Certificate Process:

  • Select the desired certificate (Treasury Certificate - Accounting and Reporting or Treasury Certificate - Credit Reform).
  • Enroll in the required certificate courses.
  • Submit the certification application upon completion of the seventh /final course.
  • You have one year after the final course to submit the certification application and pass the examination.

Common Questions About Certificate Programs

  1. I took certificate courses through The Center for Applied Financial Management, FMS Treasury, is that the same as Treasury Agency Services?

    On October 1, 2001, The Center for Applied Financial Management, FMS, Treasury changed its name to Treasury Agency Services, FMS, Treasury. The name change does not affect your certificate eligibility.

  2. My transcript shows that I've taken several of the required courses, but the names were different. Do they qualify for the certificate program?

    If the courses were offered through the Treasury Agency Services (formerly The Center for Applied Financial Management) they meet the certificate requirements.

  3. Note: The following courses names changed:

    • Reconciling the Fund Balance w/Treasury (formerly formally the Statement of Difference, 1-day , 8 CPE credits)
    • SGL: Basic (formerly Understanding and Using the Standard General Ledger, 3-day, 24 CPE Credits)
    • SGL: Advanced (New course added in FY 2001. SGL:Advanced, name changed to SGL: Revolving Funds, 2-day, 16 CPE Credits)

  4. Why doesn't my transcript list all the courses I have taken?

    If the course was taken prior to FY 1999, it may not appear on your transcript. Please send a copy of the Certificate of Completion for the missing course(s) and your transcript will be updated accordingly.

  5. Are discounts available for the required certificate courses?

    We offer a special discounts to our valued customers each fiscal year. For example, a special discount will be applied to agencies that schedule more than one on-site class with 20 or more students in each class.

  6. I was enrolled in the FMS 224: Statement of Transactions and FACTS II seminar. Do they count toward the certificate requirements?

    Unfortunately seminars do not meet the certificate requirements.

  7. Are all the materials included in the course price?

    As Treasury Agency Services transitions to eLearning many of the TCAR and TCCR required courses will have course materials for downloading by the students prior to arriving to class. With this approach we get course material out in the 'real world' - the working environment that the working professional lives in. The student may then begin to review it and relate their work, as applicable, with its content. We hope that this approach also benefits all of the students and the instructor in the class since the student will hopefully be armed with specific questions that relate their work with the material. Our goal is to bring education and training more in line with the student's actual work experience.

  8. When am I eligible to take the examination?

    You may take the examination upon completion of all the required courses. Your transcript will be reviewed by the registration department to verify that all the certificate requirements have been met.

  9. How do I schedule an examination date?

    Complete a registration form and indicate the desired certificate examination date.

  10. How long is the examination?

    The examination is scheduled for a full day.

  11. If I fail to pass the examination, can it be retaken?

    The examination may be retaken once. If you fail to pass the examination the second time, you must register for the course(s) related to the failed section(s). A fee of $50 will be assessed each time a student takes the examination

  12. Is there a fee for the examination?

    There is a $50 fee charge for the examination.

  13. How can I best prepare for the TCAR and TCCR examinations?

    For the TCAR examination, we would highly encourage students to enroll in our new Reviw course specifically designed to assist the student with the large amount of material presented in the array of certificate courses.

  14. It is optional, of course, but the course will benefit the student immensely in preparation for this exam. Check out their descriptions at our Web site. You will find this review conveniently scheduled approximately a week or two prior to the associated exam date. 

For the TCCR exam, because of the limited number of participants, it is impractical to hold a group review.  Instead, before the exam date, we encourage direct communication with the associated instructor for each of the courses to cover any clarification desired as well as a thorough review of the various course materials.
