U.S. Budget and Economic Reports

    The Budget and Economic Outlook: Fiscal Years 2005 to 2014
    Issued in January 2004 by the Congressional Budget Office, the Outlook provides congressional committees on the Budget impartial fiscal analysis and baseline federal spending projections, and contains no recommendations. Included in the 2004 report is a chapter on homeland security spending.

Child Labor

    The Department of Labor's 2003 Findings on the Worst Forms of Child Labor
    This report was prepared in response to a child labor reporting requirement under the Trade and Development Act of 2000. Under this act, trade beneficiary countries and territories are required to implement their international commitments to eliminate the worst forms of child labor. The report presents information on the nature and extent of the problem in 144 countries and territories and the efforts being made by their governments to eliminate the worst forms of child labor.

    First Report to Congress on the Operation of the Andean Trade Preference Act as Amended
    Office of the U.S. Trade Representative, April 2003. This report updates Congress on recent trade developments between the U.S. and Andean countries. Since 1991, the U.S. has used ATPA provisions to expand trade, and counteract the region's massive drug production and trafficking operations. The anti-trafficking focus was strenghtened by the Andean Trade Promotion and Drug Eradication Act (ATPDEA), which extends the ATPA until the end of 2006.

    The Impact of the Andean Trade Preference Act
    U.S. International Trade Commission, September 2003. ATPA expired on December 4, 2001, but was renewed retroactive to that date on August 6, 2002, under the Andean Trade Promotion and Drug Eradication Act (ATPDEA), part of the Trade Act of 2002. ATPDEA amended ATPA to authorize duty-free treatment for certain products previously excluded from ATPA trade preferences. ATPDEA amendments were implemented by Presidential proclamation on October 31, 2002. ATPA, as amended, will expire on December 31, 2006.

    U.S. Trade and Investment with Sub-Saharan Africa -- Fourth Annual Report
