The Natural Resources Conservation Service (NRCS) and the South Dakota State
Historic Preservation Office (SD SHPO) have signed an agreement to streamline
review procedures for conservation projects sponsored by the NRCS.

The next State Technical Committee Meeting is scheduled for Thursday,
October 28, 2004, at the The Crossroads Hotel & Convention Center in Huron, South Dakota.
The meeting is scheduled to begin at 10:00 a.m. Anticipated topics of
discussion will include the Environmental Quality Incentives Program (EQIP), the
Wildlife Habitat Incentives Program (WHIP), the Wetlands Reserve Program (WRP),
Conservation Security Program (CSP), Technical Service Providers (TSP),
and Conservation Reserve Program (CRP). For additional information, you can contact the

On January 30, 2003, Agriculture Secretary Ann M. Veneman announced that the
proposed rule for the Environmental Quality Incentives Program (EQIP) has been
released. Public comments will be accepted for 30 days after the proposed
rule is published in the Federal Register. This proposed rule describes
how the NRCS intends to implement EQIP as authorized by amendments in the 2002
Act. Comments from the public will be used to make revisions, if
necessary, that will be issued in a final rule.

At the National Cattlemen's Beef Association Annual Convention, Nashville, TN,
January 30, 2003
On March 1, TechReg (Technical Service Provider Registry), a new NRCS
Internet application, will be available. TechReg makes it easy for technical
service providers (TSPs) to register and become certified, and for USDA
customers to find certified providers.
TechReg provides a TSP locator, information about certification categories
and criteria, on-line certification, and TSP progress reporting. The
TechReg database already contains over 15,000 prospective TSPs.

On February 10, 2003, Natural Resources Conservation Service Chief Bruce I.
Knight announced a public comment period to obtain input before developing a
proposed regulation for the Conservation Security Program (CSP). The Advance
Notice of Proposed Rulemaking has been released, with a 30-day comment period.
